Overview

KfW Entwicklungsbank, the German development bank, funds investments and complementary consulting services in developing countries. It carries out financial cooperation programmes on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). KfW Entwicklungsbank is committed to the goals of German Development Cooperation to reduce poverty, promote economic development and protect the environment and the climate.
In Uganda, KfW is currently engaged in the promotion of renewable energy, rural development and public financial management. Since 1964 KfW has provided approx. 1 billion EUR to support projects on behalf of the Federal Government of Germany. In terms of instruments, KfW in general offers investment funding in the form of grants and concessional loans, and may also finance capacity building measures.
In the energy sector, KfW's activities focus on generation, transmission and rural electrification. Since the beginning of the German support to the energy sector, KfW has contributed in various ways to the development of the sector by providing more clean energy to approx. 1 million Ugandans. KfW supports the construction of smaller scale renewable energy power plants as well as of several high voltage transmission lines. On and off-grid electrification projects are an additional priority in the next years.
In the water/sanitation and hygiene (WASH) sector, KfW’s activities focus largely on improving social service delivery for refugees and host communities in Northern Uganda and on environment conservation. This includes rehabilitation/construction of drinking water systems, construction of public sanitation facilities, faecal sludge treatment plants and school toilets. Future projects will focus on long-term approaches for building resilience to climate change. In addition, KfW is working on improving urban water supply, sanitation services and the protection of Lake Victoria, following the approach of the Integrated Water Resources Management, considering needs of different stakeholders/sectors and ensuring sustainable operation of water infrastructure.
The KfW Office Kampala and KfW's head office closely liaise their activities with the German Ministry for Economic Cooperation and Development (BMZ) in Germany and with the German Embassy in Uganda. At implementation level, KfW also collaborates closely with the German Technical Cooperation (GIZ) and other development partners in the sectors.

Knowledge, Skills & Competences
• Have strong problem-solving and analytical capacity, and ability to prioritize activities, identify relevant issues and trade-offs, and provide appropriate recommendations,
• Have excellent oral and written communication skills in English, as well as strong presentation and communication skills to a wide range of audiences,
• Have demonstrated the ability to interface effectively and collaborate and communicate with different clients and partners, from the public and the private sector, as well as demonstrate intercultural competence,
• Demonstrated ability to work flexibly on a range of assignments, adjust to changes in schedule and priorities, and juggle concurrent tasks effectively and efficiently,
• Strong team spirit including an open and collegial work style, as well as strong service-orientation
• Be proficient in business software applications, including MS-Word, Excel, and PowerPoint.
• Be prepared to travel within Uganda.
• Knowledge of the German language is not mandatory, but would be an advantage.


Responsibilities
• The Project Coordinator works closely with and supports the responsible Project Managers for Energy and WASH in project management to ensure that project objectives are met on time.
• The Project Coordinator will support the KfW Office Kampala and represent KfW whenever necessary in the Energy and WASH sectors in Uganda and, other related sectors.
• The Project Coordinator liaises with other actors of German Development Cooperation and is responsive for all stakeholders in the sector.
• He/She ensures an adequate visibility of KfW's interventions in the relevant sector.
• The Project Coordinator carries out the tasks in line with the KfW standard procedures.
These shall include support in the following areas:
• Constant and proactive follow up on project progress, including field visits, and identification of bottlenecks and major problems in administration procedures (planning, regulation, procurement, contract management, construction, disbursement) within Uganda and Germany.
• Resolve these issues to speed up project implementation through coordination among KfW, Consultants, Project Executing Agencies and other Government Agencies. Provide regular feed-back to and consult regularly with the KfW team regarding status of the Energy and WASH portfolio, pending issues and next steps, as well as persisting problems and propose solutions.
• Interact and coordinate regularly and actively with the relevant counterparts in Uganda, such as MEMD, UETCL, REP, Umeme, etc for the Energy sector and NWSC, MWE and the regional WSDF for the WASH sector, MoFPED, the German Embassy and German Technical Cooperation (GIZ) in Kampala and other development partners, in particular those who have entrusted KfW with the implementation of projects like the EU, AFD. Report on the interactions to the KfW team.
• Ensure proper documentation of the portfolio according to KfW regulations by maintaining and updating the KfW internal electronic project files related to the portfolio.
• Participate and represent KfW at relevant sector events, meetings, committees and working groups, development partners meetings, relevant initiatives, in coordination with the other project coordinators for these two sectors, and report on the outcome of such to the KfW team.
• Introduce the portfolio and related procedures and instruments of KfW to the relevant Ugandan Government authorities, Project Executing Agencies, Project Consultants and other organizations/companies involved in the projects.
• Observing the political and economic environment, sector developments, relevant activities of other donors in both sectors, as well as providing aggregated information on a regular basis to the KfW team.
• Support the preparation of projects, including preparatory studies, organization of appraisal missions and contributing to appraisal reports.
• Identify on request potential future approaches and projects – both for funding from the German government as well as form other development partners, in the particular the EU.
• Prepare, support and document missions from the German Government, KfW headquarter and Project Consultants etc. and follow-up of results of missions.
• Support / generate comprehensive information on the portfolio for public relations, e.g. draft flyers and press releases.
• Carry out other tasks as may be assigned by the Project Managers or the Office Director.

Qualifications
• Master Degree in Business Administration / Economics / Engineering / Social Science/Natural resources, preferably with a focus on energy or WASH or other infrastructure from a recognised/reputed university
Details of experience
• At least five years of relevant working experience in international development cooperation, preferably in Uganda, with either a multi- or bilateral donors' organization, or a consulting firm, or other private sector players, with responsibility for infrastructure projects, preferably energy and/or WASH,
• At least for two years worked or studied abroad or worked with an international company or organization
