Job details:
USAlD/Uganda is recruiting a qualified individual to fill the position of Project Management Specialist (Governance Specialist).

Basic Function of the Position:
The Governance Specialist provides USAlD/Uganda's Democracy, Human Rights and Governance (DRG) Office and the Mission technical leadership, program management, and program implementation support related to local government, decentralization, accountability, civil society strengthening, and the integration of DRG objectives and principles across the Mission's portfolio. Support existing activities such as the Govemance, Accountability, Participation, and Perfonnance Program (GAPP) by working with the. Contracting 0fficer's Representative (COR) to ensure administrative and technical oversight.

Qualifications/Education/ Experience:
Education:
Must possess a minimum of a bachelor's degree with the required experience or a Master's degree in Public Administration, Decentralization, Local Government, Governance, international Human Rights, Development Studies, or in a related field.

Experience
A minimum of 10 years of functionally professional experience in the field of DRG, accountability and related development programming.

Language:
Level lV (fluent) in English is required. English communication skills, both oral and in writing, are essential, and the candidate must have the ability to present concepts, analysis of governance and political dynamics, and recommendations in clear written and oral formats.

Job Knowledge:
Demonstrated knowledge and experience with donor agency policies, regulations, and administrative procedures. This includes extensive experience in management of donor programs and projects under grants, cooperative agreements and/or contracts. grant and contract management is desirable. Proven understanding oi, and direct experience related to local and national government development, working with accountability organizations (government and non-government), experience work- ing in the field, monitoring and evaluation, knowledge of local government structure, and experience implementing good governance programs.

Skill and Abilities:
Demonstrated interpersonal skills that are appropriate for extensive interactions with senior, policy-level U.S. and other donor government and international agency of-ficials; Government of Uganda officials including Ministers, Members of Parliament; district officials; senior civil society representatives including religious and traditional leaders, as well as with the Ugandan citizens and communities, are beneficial. These skills are necessary as the incumbent represents USAID in donor technical meetings, national and international NGO forums, and Interactions with implementing partners and beneficiary populations, Full position description can be found at: https://ug.usembassy.gov/embassy/jobs/

Salary Range: Uganda Shillings
137,483,245 to 202,072,484p.a. inclusive of allowances. .
