Who we are
AgriTechTalk Africa (ATTA) is a Ugandan registered Non-Governmental Organization. ATTA provides technical assistance to agricultural and natural resources development programmes and projects, implemented by NGOs; community-based organisations (CBOs); international agencies (e.g. UN bodies); farmer cooperatives or government institutions.

Project
Strengthen an Innovative System for the Reduction of Greenhouse Gas Emissions and Environmental Impacts of the Nascent Beef Industry in Uganda in Support of Rural Sustainable Transformation (SIRGE).

About the Project:
ATTA with funding from European Union (EU) and under the leadership of ACTED, is implementing the above 3-year project, whose objective is to contribute to the climate-relevant, productive, and sustainable transformation of agriculture and food systems in Uganda. Specifically, foster innovation and rural communities’ and institutions’ access to new technologies for reduction of greenhouse gas (GHG) emissions and environmental impacts of the nascent beef industry in Uganda.

Different partners and service providers will be more or less extensively involved in different components of the project, although ACTED will remain the lead agency in coordinating the project implementation, along with consortium partner AgriTechTalk Africa. The project will be implemented in association with Uganda’s Climate Change Department (CCD) of the Ministry of Water and Environment (MWE) and four service providers will be engaged for providing services relating to specific components of the project, of which 2 will be under the direct supervision of ATTA.

ATTA and the two providers that will be directly under the supervision of the organization will work mainly on the following results:
* Innovation in livestock agriculture in Uganda focusing on food and nutrition security enhanced (Data Collection)
o Measure GHG emissions from Livestock, data collection and mapping
* National and regional agricultural research architecture and innovation capacities to apply Development-Smart Innovation through Research in
* Agriculture (DESIRA) and promote multi-stakeholder partnerships for enhanced and long-term impact increased (Data Interpretation)
o Data characterization, modelling and application of GHG emissions linked to the nascent beef industry livestock.

Therefore, ATTA is currently seeking to recruit qualified individual to fill the following position.
Position: Project Manager
Location: Kampala, with field visit to project areas, Nakasongole and Mbarara district as required by project activities (~30% of the time)
Starting Date: August 2021
Length of contract: 1 year, renewable up to the end of the project (Dec 2023)
Gross Salary: 4,500,000 – 5,500,000 UGX depending on experience of the candidate

Job Description
The Project/Grants Manager will be a key staff member within the ATTA Programs Department, responsible for the proper implementation of all grant compliance policy and procedures through appropriate coordination and information dissemination as well as report coordination and proposal development.
The Program/Grants Manager reports to the Regional Representative, and works closely with the Finance and Program Managers and the Head office in Aberystwyth, Wales.

Key Responsibilities
Project management
• Employ a Results Based Management approach to manage the project in accordance with the approved project documents, budget and project strategies.
• Develop yearly, quarterly and monthly work plans and monitor the implementation of the activities for ATTA and the service providers, against the project document
• Develop monitoring framework based on the project logical framework indicators
• Working closely with project Service Providers/consultants on all grant related tasks, specifically focused on compliance and grants administration.**
• Perform such other duties as may be assigned by ATTA Country Management.
Specific technical inputs
• Develop technical ToRs for consultants hired by ATTA for the project.
• Compilation of technical report on specific activities carried out by ATTA staff of consultant hired for the project
• Revision and technical clearance of reports from service contractors or hired consultants.
• Carry out any desk review or data analysis required for activities’ implementation.
• As required support data collection and any other technical activities in project areas or in Kampala.
• Provide technical inputs to service providers to facilitate the implementation of the activities under their responsibility
• Represent ATTA in technical meetings with CCD/MWE, project partners and service providers and any other relevant stakeholder.
Grant Management & Compliance
• Working closely with Finance Manager on grant compliance and administration
• Maintain the grant and report tracking system to ensure all files are organized and well managed for planning and preparation of donor reports and project monitoring.
• Organize and follow-up project opening meetings, monthly review meetings, and close out meetings.
• Monitoring program activities and work plans on a monthly basis to ensure program quality in collaboration with the Finance and program managers.
Sub-grants management
• Review sub-grants for compliance with donor rules and regulations
• Provide feedback and request clarifications on sub-grant documents that have been submitted for approval.
• Maintain master files on sub-grants on hard copy and in the shared drive.
• Oversee all internal, external and sub-grantees reporting with programs and finance, ensuring high-quality, well-written and timely reports meeting donor and ATTA requirements.
Reporting & Documentation
• Manage all internal and external reporting for the project, ensuring high-quality and timely reports meeting donor and ATTA requirements, with support from Finance and program managers.
• Ensure that draft reports disseminated for review and feedback by senior management team, relevant technical officers, and Head Offices staff are of high quality and in compliance prior to submitting the final report to donor.
• Consolidate monthly internal program progress reports based on input from program officers, including tracking progress on program indicators and reporting on key program highlights/issues.
• Provide relevant communications necessary for dissemination to donors, field offices and Head Office.
Program Design and Proposal Development
• Coordinate proposal and budget development process for concept notes and proposals.
• Research and review potential funding opportunities and refer them to senior management to devise a way forward.
• Contribute to proposals and budgets, ensuring that the grant applications are prepared according to the required format and submitted to donors where applicable.
• Keep the relevant staff informed about upcoming deadlines and deliverables, thereby ensuring smooth completion of work responsibilities.
Communication
• Liaise with donors regarding project management.
• Maintain excellent relationships internally within ATTA and with all ATTA’s partners, such as ACTED, Ministry of Water and Environment (MWE), ESIPPS, and other donors as well as local authorities.
• Conduct monitoring visits to field locations and provide capacity building and training for field staff on reporting and donor compliance issues as necessary.
• Perform such other duties as may be assigned.

Qualifications, Skills and Experience:
• University degree in Animal Production, Animal Health and related fields.
• A minimum of 5 years of relevant working experience;
• Fluency in English language
• Experience in Climate Change and Green Gas Emission project.
• Experience in international relief and development in African countries in similar position;
• Experience in grants management is a strong advantage;
• Demonstrated effective verbal and written communication, negotiation skills, multi-tasking and organizational skills;
• Demonstrated ability to work in stressful environments and under pressure;
• Experience in liaising with governmental/local authorities, IOs and NGOs;
• Proven capacity to work in a team and previous experience in managing staff;
• Ability to prioritize work, meet deadlines and produce quality results on time with attention to detail.
