JOB DETAILS:
The Government of Uganda through the Ministry of Water and Environment (Executing Agency) in partnership with United Nations Environment Program (UNEP), is implementing “Reducing the Climate change vulnerability of local communities in Uganda through Ecosystem Based Adaptation in forest and wetland ecosystems’ Project for a period of 60 months.
The Objective of the project is to increase the capacity of government and local communities in Uganda to implement EbA in wetland and forest ecosystem to reduce vulnerability to climate change. The project goal is to reduce the vulnerability of communities living around wetlands and forests to climate change in the four wetland systems of Rwizi Lake Mburo - Nakivale, Rwambu - Mpanga, Enyau and River Sironko.
The project will be implemented through four components:
Component 1: Capacity development for EbA in Uganda
Component 2: Climate change resilient ecosystem in Uganda
Component 3: Climate change resilient communities in Uganda
Component 4: Knowledge and research on EbA and climate resilient livelihoods
The Ministry therefore invites applicants to fill the position of Project Manager.
Reports to: Permanent Secretary through the Project Focal Point
Duty Station: Ministry of Water and Environment head office- Luzira
Terms of Employment
The assignment shall be tor a period of two years’ subject to a probation period of six months.
Job purpose
Leading the Project Management Unit team and providing overall operational management for the successful execution and implementation of the project. .

Key functions:
• Overseeing and managing the day-today oversight and coordination of project implementation as per the approved project document
• Developing and facilitating the implementation of a monitoring and reporting framework for the project.
• Ensuring timely preparation of detailed annual work plans and budgets For approval by the PSC in accordance with the approved Project Document
• Managing human resources including coordinating the recruitment of project management unit personnel, coordinating the work of the PMU team, consultants and partners/ sub-contractor to ensure timely delivery of quality outputs and synergy between the various activities.
• Overseeing project financial management, including managing project expenditures and cash flow in accordance with approved work plans and budgets as per the approved procedures.
• Establish thematic linkages and networks related to climate change adaptation with ongoing activities by government and non-government agencies, including the baseline and co-financing projects stated in the Project Documents.
• Lead and oversee the preparation of periodic progress reports including Project Implementation Reviews, Half-Yearly Progress Reports, technical reports, and any other reports required for submission to government counterparts, UN Environment and the GEF as required.
• Lead and oversee revision of the Project Results Framework, implementation strategy, activities and budget, in line with UN Environment’s corporate requirements and based on the results of the Mid-Term Review/Evaluation, as required.
• Serve as Secretary to the Project Steering Committee
• Monitoring progress, reporting and ensuring timely delivery of outputs in accordance with approved Project Documents and annual work plans and budgets.

Qualifications and experience
• A bachelor’s Degree in Environment, Natural Resources Management, Agriculture or related field plus a Master's degree in any of the above fields.
• A minimum of 10 years relevant work experience including at least 6 years‘ experience as a lead project manager in relevant sectors. (Previous experience on GEF projects would be highly desirable).
• Demonstrated knowledge of adaptation to climate change; Ecosystem restoration and sustainable use of natural resources
• Demonstrated previous work experience and collaboration with governments, UN agencies and NGOs/CSOs would be highly desirable.
• Demonstrated experience of working with local institutions towards designing implementing and monitoring community-based natural resource management and climate change adaptation activities would be highly desirable.
• Experience in elaborating and implementing monitoring and evaluation frameworks would be highly desirable
