Job Title: Project Manager
Reports to: Programs Manager
Department: Programs
Duty station: A4HU Mityana Field office (frequent travels to Head Office in Kampala)
Job Purpose:
The Project Manager is responsible for successfully attaining goals, objectives and targets while ensuring the highest quality standards. He/she will plan, implement and evaluate the project; oversee all staff and activities; manage the budget; report and liaise with donors. The Project Manager will work collaboratively with the Project Manager, Communications Unit, M&E Unit and the Chief Executive Officer.
Main Responsibilities:
Project, Grant Management and Leadership
• Oversee implementation and administration, set project direction and ensure all activities are conducted in compliance with donor regulations and A4HU policies and procedures.
• Manage the budget, prepare forecasts/projections and ensure timely and appropriate spending in line with A4HU guidelines and donor regulations.
• Develop, and manage work plans and track progress on all project objectives, activities, and targets to ensure project implementation is on time, on target and within budget.
• Coordinate technical, programmatic, operational and management teams to facilitate continuity and complementarity of programming.
• Identify challenges with implementation and make recommendations for course correction.
• Provide strong leadership, encourage, support, coach and mentor the project team to ensure capacity is built and appropriate results are attained.
• Ensure that project implementation is consistent and responsive to communities, partners and A4HU’s relevant program guidelines, principles, values, quality standards, and strategic plan.
• Conduct regular meetings among the Project team, including with consortium members on progress work and further analysis on needs for change to donor requests through open and constant communication channels with donors. Communication, Coordination and Organizational Representation
• Work closely with the Communications Unit to prepare project-related Information, Education and Communications materials, including flyers, social media posts, and website content.
• Identify, build and manage collaborative partnerships with development partners, coordination bodies, local authorities and other stakeholders to foster coordination, collaboration and partnership.
• Develop strategic relationships and partnerships with key stakeholders, donors, government actors, and International and local NGOs.
• A healthy society where all young people develop their full potential and contribute effectively to their health and socio-economic situation.
• Ensure that there are adequate referral linkages of project target groups established with the appropriate service providers, policymakers and other stakeholders.
• Ensure that every partnership is formed in the context of the Theory of Change and is designed and managed to achieve the A4HU strategy and strengthens local and national capacity to deliver for young people.
• Ensure availability of efficient systems in place that qualitatively impact the relationships with donors and other beneficiaries.
• Ensure that the A4HU programme is represented and given recognition at district and regional meetings, workshops, donor networks and other relevant fora. Staff Management, Mentorship, and Development- Capacity Building
• Ensure appropriate staffing for the project.
• Ensure the appropriate recruitment, training, and promotion of staff and the availability of relevant professional development opportunities.
• Facilitate building capacity of the Project Team to implement the project effectively.
• Identifying capacity-building needs and devising development plans for staff members.
• Dissemination of lessons learnt and best practices from significant project interventions.
• Ensure that systems are in place to support effective project compliance and positive audit results and that staff understand the system and follow it accordingly.
• Contribute and communicate for similar project development to the acquisition team, as necessary.
• Conduct performance appraisals and provide regular, constructive feedback to staff members.
• Monitoring, Evaluation, and Reporting
• Ensure appropriate tools and strategies are developed to monitor project progress, quality and impact.
• Working closely with the M&E Unit to create an effective MEAL system for the project.
• Ensure that the MEAL system provides adequate feedback to inform program development and course corrections when necessary.
• Lead the drafting process of project reporting.
• Working with the M&E Unit, prepare monthly, quarterly, annual and other program reports as required.
• Ensure the financial reports are aligned with the project narratives and that they are documented in tandem with project design and donor requirements.
• Administration and Financial Management
• Participate in the elaboration of (costed) action plans, performance reviews and performance reports for youth organisation development.
• Ensure proper handling and management of A4HU assets in accordance with prescribed guidelines and procedures.
• Prepare periodical budget forecasts and track the budget.
• Other Duties
• Plan and complete work assignments with a high degree of initiative, good judgment, analytical skills and integrity.
• Apply and promote the principles of results-based management (RBM) and a client-oriented approach consistent with A4HU rules and regulations.
• Perform other duties as assigned.
Core Qualifications
• Master’s degree in Social Sciences or relevant development field.
• A minimum of seven years of relevant experience in working with a Non-Profit Organisation in a similar position, of which three years must be at the managerial level.
• Knowledge of Youth programming, Sexual and Reproductive Health and Rights, family planning and Global Health (required).
• Experience in the management of donor-funded grants.
• Excellent communication skills in spoken and written English.
• Proof of successful grant application and implementation.
• Strong analytical skills, strategic thinking, research and writing skills.
• Ability to work both independently and with a team.
• Flexibility in responding to changing work priorities and tight deadlines.
• Excellent problem-solving and interpersonal skills.
• Strong IT skills (research applications, Word, Excel, Internet, Outlook, PowerPoint).
• Project psycho management, budget planning and management.
