Over the last three decades we improved health systems, enabled education for all, and amplified the voices of people with disabilities. We focus on the poorest and hardest to reach because that’s where we will have the biggest impact.

• Eye Health – preventing blindness and promoting eye health for all
• Inclusive Education – ensuring children with disabilities receive quality, inclusive education
• Inclusive Economic Empowerment – ensuring that barriers are removed for men and women with disabilities to access decent work
In Uganda, our country strategy for the year 2021-2025 focuses on Eye health, Inclusive Economic Empowerment, Disability Inclusion, and Inclusive Education. Currently, Light for the World Uganda implements projects on eye health, inclusive economic empowerment, and disability inclusion with a presence in 21 districts.

About the Project
The Mastercard Foundation Associate Programme (MFAP) provides a platform for skill development, bridging the gap between academic education and industry requirements. It will also be providing wrap around transitions and personal development support to promote entrepreneurship, innovation, and talent retention. Light for the World Uganda will place 25 young persons with disabilities in the MFAP including support in application processing, employer scoping, engagement and placement in line with the skills, knowledge and career aspirations of the young persons with disabilities. It will include support for performance management with a strong focus on work readiness on the side of young persons with disabilities and employer readiness to host young persons with disabilities.
Light for the World is also implementing We Can Work (WCW) Program which has strong synergies with the MFAP. The WCW program is implemented in Uganda, Kenya, Ethiopia, Ghana, Nigeria, Rwanda, and Senegal and supports young women and men with disabilities access to dignified and fulfilling work. One of the pathways of the program focuses on Inclusive Waged Employment, working together with employers through National Business and Disability Networks (NBDNs) that are coordinated by national Employer and Private Sector Associations. We further work with graduates and other job seekers with disabilities and engage them in Core Life Skills and Employability Training in partnership with Entrepreneurship Support Organisations and Human Resource Manager Associations.
Project Officer - Inclusive Employment (1 National Position)
Based in Kampala, Uganda (40 hours a week)

Purpose of the Job
Reporting to the Programme Manager We Can Work the Project Officer Inclusive Employment supports the coordination and administration of the Mastercard Foundation Associate Program partnerships and placements. He/ she will work with closely together with the Inclusive Employment Officer, Host Employers, Universities and private sector, public and government actors in the field of inclusive employment. He/she will handle all logistics around the placement of Associates with Disabilities including training for employers, candidates Associates, and builds the data base of prepared job seekers with disabilities. He/she will further support additional logistics and administrative tasks that relate to the work experience placements under the We Can Work Academy.

Key Duties & Responsibilities
Project Administration
• Handle contracting with the employers who will host Associates with disabilities.
• Coordinate training and other preparation activities for the Associates with disabilities.
• Other logistics and administration support for activities with employers and youth with disabilities under the Inclusive Employment track of the We Can Work Academy.

Project Delivery
• Handle the logistics for trainings for employers and candidate associates.
• Be a co-trainer for and support the implementation of Employability Training for job seekers with disabilities, with a major focus on participants of the MFAP, working closely with Disability Inclusion Facilitators Inclusive Employment, the Program Manager We Can Work and Head of DIAU.
• Support the training and mentoring of Inclusive Employment Disability Inclusion Facilitators working closely together with the Head of the Disability Inclusion Advisory Unit and the team of DI Advisors.
• Support the organization of career fairs to match job seekers with employers that are committed to disability inclusion.
• Ensure Associate placements are being planned, implemented, and successfully completed and the associate as well as the line manager receive adequate support and coaching or mentoring through support of Disability Inclusion Facilitators.
• Coordinate and support the implementation of training of employers to develop more inclusive hiring processes and a diverse workplace.
• Manage a growing data base of well-prepared job seekers with clear documentation of their educational background and career perspectives and engage them in job readiness trainings and job fairs in close collaboration with Organizations of Persons with Disabilities.
• Participate in network events with Human Resource Managers and universities.

Monitoring and Evaluation
• Writing quality reports including activities, monthly and quarterly narrative for donor reporting on the MFAP.
• Closely monitor the associates placed with host employers to timely address quality issues in collaboration with the Inclusive Employment Officer.
• Support the development of a quarterly and monthly workplan for the MFAP, ensure timely implementation and tracking of the project activities.
• Develop and regularly update data base for Programme associates and timely share with MERLA Officer.
• Contribute to quarterly data collection and reporting of the MFAP, DIAU and other reporting requests from Technical Team.

Requirements
• University degree in fields relating to human resource development, social work or program management.
• At least 1 year of experience working in non-governmental organizations, or organizations of persons with disabilities.
• High level of exposure to barriers that persons with disabilities face and practical solutions to overcome those barriers, either through life experience or through previous work experience.
• Experience in partnership management, including government liaisons is an added advantage.
• Proficiency in the use of word and excel.
• Excellent written and oral communication skills.
• Demonstrated expertise in disability inclusion is desired.
• Show great initiative and be able to work well in a team and independently.
• Ability to produce timely and deliver high-quality results.
• Innovative and critical thinker always ready to adapt and learn.
• High levels of integrity, accountability, and honesty.
• Ability and willingness to travel regularly to rural areas.
