The USAID Applying Science to Strengthen and Improve Systems (ASSIST) Project is a five-year cooperative agreement(October 2012- September 2017) awarded to University Research Co., LLC and is dedicated to improving health, population and nutrition services through technical support to service delivery institutions, country Ministries of Health, USAID country missions, and cooperating agencies.

The USAID ASSIST project works with MoH to support provision of quality health services to improve the quality of care .URC ASSIST is seeking dynamic and qualified individuals to fill the following positions at the Ministry of Health
- Reproductive Health Division and Kampala Uganda office up to September 2017 .Renewal is subject to funding

Position; Quality improvement Advisor-MNGH
Reports to: Chief of Party amt Assistant Commissioner, Reproductive Health Division, MoH. Location: Reproductive Health Division, MoH and UBG
- ASSIST office, Kampala.

Job Summary: The Advisor will support the Ass. Commissioner Reproductive Health to integrate quality improvement into the Reproductive Health department and its services

Duties and Responsibilities

  • Provide strategic technical support to integrate improvement science in RMNCAH programs with a focus on reproductive health.
  • Support the department with the development of capacity building programs, quality indicators, standards and development of scores for current standards, and strengthen maternal and perinatal death reviews and continuous improvement.
  • Technically support adaptation of WHO quality of care initiatives and provide need based guidance for its implementation.
  • Provide technical assistance in reviewing mentoringguidelines and tools tor maternal, newborn, child and adolescent Health including supporting actual implementation and monitoring progress in selected sites, including functional Maternal, Newborn, Child and
  • Adolescent HMIS data systems to monitor outputs Help translate best practices and lessons learned to inform policies and guidelines, and support the dissemination of best practices to partners, districts and health facilities
  • Support the documentation and publication of QI implementation at the national and subnational levels, including ensuring the knowledge management portal at the MoH is updated with QI content from Maternal, Newborn, Child and Adolescent Health Support the Reproductive Health Division to implement the National Quality improvement Strategy and Framework, and other initiatives.
  • Provide regular updates to the division on any new initiative or ongoing ones and provide short briefs to the assistant commissioners for presentation to senior management
  • Any other task assigned by the Assistant Commissioner Reproductive Health Division and the ASSIST chief of Party.

Required Experience and Qualifications

  • MBChB and Master’s Degree in Obstetrics and
  • Gynecology, Public Health, or other similar degree.
  • A minimum of 8 years of progressive experience working with the Ministry of Health or implementing national level programs
  • RMNCAH technical content expertise, including knowledge of updated evidence-based recommendations (e.g. WHO) in the area of RMNCAH is required
  • Experience in quality improvement implementation
  • Experience in development of guidelines and policies is an added advantage
  • Has key linkages to the professional bodies in maternal and child health
  • Must have excellent advocacy, communication, analytical and report writing skills.
  • Ability to work in various settings — policy, clinical and implementation settings
  • Strong time management and organizational skills; demonstrated ability to work well independently and in teams.
  • Track record of being able to produce work in a timely manner with flexibility when necessary to adapt to changing work conditions.
  • Computer proficiency, including use of relevant use of software and other applications e.g. word processing, spreadsheets, internal databases, internet navigation etc Ability to travel about 50% ot the time.
