REQUEST FOR EXPRESSION OF INTEREST TO MANAGE THE EMBASSY OF IRELAND VOCATIONAL EDUCATION & SKILLING PROGRAMME IN KARAMOJA (2023-2027)

The Government of Ireland, through its Development cooperation programme, has been supporting the Government of Uganda since 1994. Ireland's 2023-2027 Mission Strategy in Uganda builds on 29 years of Irish engagement and aims to strengthen bilateral relations the Government and work with all partners to achieve the Sustainable Development Goals (SDGs), while focusing on the furthest behind first. In line with Uganda's NDP III objective on Human Capital Development, Ireland's new strategy aims to ensure that more children and youth access inclusive, quality education and skilling in Karamoja.
Since 2016, Ireland in partnership with Enabel, has supported the delivery of a vocational education and skillingin Karamoja, which enabled over 3,500 youths to benefit from relevant employable skills. This involved direct partnership with two Vocational Training Institutes in Moroto and Nakapiripirit districts), a Skills Development Fund and collaboration with Private sector entities including master-crafts persons across all 9 districts of Karamoja. We are now looking for a new partner to deliver the next phase of the Vocational education and Skilling programme 2023-2027 in Karamoja.
The new programme aims to build on the previous phase and i) Strengthen the capacity of the 2 selected VTIs to become Centers of Excellence and provide quality training and management in Karamoja ii) Support the implementation of the Skills Development Fund (SDF) and, iii) Support the establishment of the governance council at the Central/National level for coordination and advocacy
We hereby invite interested and qualified organization(s) to express interest to manage the 5-year vocational education and skilling programme in Karamoja, which will include the following objectives:
• Build capacity of Vocational technical institutions (VTIs) to deliver quality vocational training
• Implement the Skills Development Fund (training of youth in relevant skills)
• Manage sub-grantees and track results
• Engage in national level policy and local level dialogue and implementation
• Conduct Market surveys (to align training with the labour
• market) and tracer studies for graduates.
• Engage with the private sector to support placement, apprenticeship and linkage to employment.
Interested Organization(s) incl. private sector should submit profiles demonstrating the following:
Experience in managing/implementing development partner
programmes
Experience in the management of similar vocational education and/or skilling programmes
Adequate capacity in the following areas;
Financial management, governanceand administration b. Information management
Monitoring and Evaluation
• Experience working with the private sector and government at both local and central levels
• Prior knowledge/experience of the Karamoja sub region will be considered an advantage
• Experience and capacity in policy engagement and coordination with Govt. other partners (e.g.TWGs), will be considered an advantage.
Profiles should not be longer than six (6) pages and on the basis of these profiles, only successful applicants will be invited to submit a full proposal and detailed budget for further consideration.
Please note that organization(s) may associate with others to enhance their qualifications. In such cases, the submission must clearly indicate the type of intended association/ partnership / sub-granting mechanism as well as the lead partner / firm in the programme.
The programme is expected to commence by the end of 2023 and to be implemented until the end of 2027.

The Embassy of Ireland will not meet any costs incurred by interested organizations in preparing their applications or any other agreement costs. Please note that any canvassing will lead to immediate disqualification.
