TERMS OF REFERENCE FOR ROAD SAFETY INSPECTION OF KAMDINI - TANGI CAMP (NORTH NILE) AND KAMDINI - BULIISA (SOUTH NILE) CORRIDORS
Study Objective
ROAD SAFETY DATA SURVEILLANCE CONSULTANT
Duty Station: Kampala (with travel to the Albertine region)
Introduction: We are seeking proposals from message testing and media placement agencies to support our Community Road Safety Project Campaign. The purpose of this project is to create awareness and promote road safety among commercial taxi drivers and motorcyclists in the Albertine region, with a where possible measures are put in place to mitigate the Community Road Safety Program in five (05) districts
particular focus on reducing speeding and increasing seat belt & helmet use. We require the services of an agency that can provide both message testing and media buying expertise to ensure the effectiveness and impact of our communication campaign.
Objective: The objective of this RFP is to select an agency that can pre-test concepts for public service announcements (PSAs) on road safety, specifically addressing speeding and other risky driving behaviors.

To identify any potential safety concerns including high risk crash locations on the Kamdini - Nwoya - Tangi Camp corridor and Kamdini - Masindi - Buliisa corridor, so that, risks to injuries and crashes.
Scope of Work
A Road Safety Inspection will be conducted on the Kamdini - Nwoya - Tangi Camp corridor and Kamdini - Masindi - Buliisa corridor in accordance with the relevant Ministry of Works and Transport Manuals/guidelines and other
internationally recognised Road Safety Inspection Manual/
guidelines.
Project Location and Brief Description
The project comprises of two major road sections with a total length of 375 Km: that is Kamdini - Tangi Camp (115 kms) and Kamdini - Bulisa, via Masindi and Hoima (260 Km) corridors.

in the Albertine region, and SWRW is seeking services of a Road Safety Data Surveillance consultant to lead the crash data collection and management of the project.
The Road Safety Data surveillance consultant will
be responsible for supporting the community road safety program for the Albertine region focusing on the areas of Hoima City, and the districts of Buliisa, Kikuube, Pakwach and Nwoya. The consultant will work directly with the SWRW team at the Kampala secretariat with frequent travel to the districts mentioned above.
