Minimum Requirements for Bidders:

1. Location: The bidder must be located within a 2 km radius of the CNOOC Uganda Ltd office in Kololo.
2. Registration: Must be registered on the National Supplier Database (NSD) by the Petroleum Authority of Uganda.
3. Experience:
   • Experience in OHSE (Occupational Health, Safety, and Environment) policies, procedures, and processes compliant with:
     • Ugandan petroleum regulations.
     • IFC Performance Standards.
     • International industry standards.
   • Experience in providing similar services in Uganda, East Africa, or internationally.
4. Personnel: Must have suitably qualified and experienced personnel.
5. Operational Capacity: Must have the capacity to provide the required services and equipment.
6. Financial Capacity: Must demonstrate the financial capacity to undertake the contract.
7. Compliance: Must comply with Local and National Content statutory laws and regulations of the Government of Uganda.
8. Regulations: Bidders must comply with:
   • Regulation 9: Priority of Ugandan goods and services during procurement.
   • Regulation 10: Contracts for goods and services to be exclusively provided by Ugandan citizens and companies.
   • Non-compliance may lead to disqualification.
9. Parent Company Restriction: A parent company and its subsidiary cannot bid for the same tender. If they do, both bids will be considered null and void.
