CNOOC Uganda Limited (CNOOC), a subsidiary of China National Offshore Oil Corporation, is an oil and gas exploration and production company, and Operator of the Kingfisher Development Area located in Hoima and Kikuube Districts.

REQUEST FOR EXPRESSION OF INTEREST (EOI) FOR PROVISION OF PROVIDENT FUND ADMINISTRATION SERVICES

CNOOC Uganda Limited, a subsidiary of China National Offshore Oil Corporation (CNOOC), is inviting interested third-party companies or agencies that meet its participation in the Provision of Provident Fund Administration Services. At the operation of the Kingfisher Discovery Area in Kikuube District, Western Uganda.

1. Scope of Work

The service of management of provident fund schemes shall include:

• Provide a robust IT platform to support services for the scheme.
• Arrange options for fund and risk-based on various return profiles.
• Provide quarterly statements of transactions to members.
• Provide advice and lessons from the scheme management and administration to ensure timely monitoring and informed decision-making.
• Ensure 100% compliance with laws governing the provident fund and submit the relevant annual reports.

2. Minimum Requirements

Interested parties must meet the following requirements to be considered for prequalification:

1. Fully registered and incorporated in Uganda.
2. Have a valid tax clearance certificate.
3. Provide proof of relevant experience in administering and managing provident fund schemes, including demonstrating a robust IT system.
4. Provide a commitment to meeting CNOOC’s high standards of governance, transparency, and professionalism.
5. Include details of your ability to support services for the scheme.
6. Provide capacity to manage investment schemes for provident funds (minimum of 3 years' experience with performance reports).

3. Submission Requirements

Interested entities, both Ugandan Companies as well as joint ventures and associations, are encouraged to submit their Expressions of Interest, which shall include:

1. A cover letter expressing interest in providing the service.
2. Company profile with details of ownership and governance.
3. Details of key staff qualifications and experience.
4. Proof of compliance with relevant regulatory requirements and industry standards.
5. References of past or current contracts similar in scope.
