IRRIGATION SCHEMES DEVELOPMENT PROJECT IN UNYAMA, NAMALU AND SIPI REGIONS, UGANDA
WATER AND ENVIRONMENT SECTOR
Consultancy services to undertake Capacity Building/Training in Forestry Planning and Management, Agroforestry and Conservation Farming, Forestry Based Enterprises as well as Marketing for Stakeholders and farmers in the 3 Catchment Areas of Unyama, Sipi and Namalu Irrigation schemes.

The Republic of Uganda has received Financing from the Islamic Development Bank toward the cost of the Irrigation Schemes Development Project in Unyama, Namalu and Sipi Regions, Uganda and intends to apply part of the proceeds for these consultant services.
The primary purpose of this consultancy is to produce a set of business minded but environment sensitive skilled people in the catchments in both those able to train others as well as those able to produce and maintain investments in forestry that will produce the expected products and services.

The Duration of the Consultancy Services shall be Eight (8) months spread over a period of 12 months.

The Ministry of Water and Environment now invites eligible consulting firms (“Consultants”) to indicate their interest in providing these services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

The attention of interested Consultants is drawn to 1.12.1 and 1.12.2 paragraphs of the Procurement Policy of the Guidelines for the Procurement of Consultancy Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS – National firms) method set out in the Procurement Guidelines for the Procurement of Consultant Services under IsDB Project Financing (April 2019, revised in February 2023) and is open to all eligible bidders.
