The Trust Fund for Victims was established by the Rome Statute of the International Criminal Court. Its mandate is to mobilise resources and implement Court-ordered reparation programming for the benefit of victims of the crimes in situations under the jurisdiction of the ICC.
The Programme: reparations ordered for victims by the ICC in the case of the Prosecutor v. Dominic Ongwen This Request for Expressions of Interest (EOI) is to identify organizations and service providers that can assist the TFV In the Implementation of the reparation measures ordered to benefit the victims of Ongwen's crimes. The ICC Trial Chamber ordered that reparations be made to an estimated 49,772 victims harmed by Ongwen's crimes. The Court ordered reparation measures including a symbolic payment to each victim, rehabilitation services to Include medical treatment, psychological support, and socio-economic (livelihood) activities, as well as support for memorialization and ceremonial initiatives in accordance with local religious and cultural practices.

The TFV Invites non-governmental organizations (NGOs), International organizations (IOS), and private businesses active in Uganda with experience in any one or more of the following areas: cash transfers, voucher assistance projects, money based distribution or payment Initiatives, medical treatment services, trauma-based counselling, psycho-social support services, livelihood activities, socio-economic programming, vocational training, improved agriculture activities, micro-credit, small enterprise development, community development, community empowerment, symbolic initiatives (monuments, memory, and commemorations), community reconciliation, and peacebuilding Initiatives to respond to this Request for EOI by submitting the requisite documentation in accordance with the 3 minimum requirements articulated on the ICC website noted below.

This Request for EOI aims to identify organizations that could be invited by the TFV to submit proposals for services specified above. A detailed programme description is Included in the Request for Proposals document, which will be sent to organizations that apply for to this Request for EOI and that meet the 3 minimum requirements listed in the full version of the Request for EOI available on the ICC website. The ICC reserves the right to change or cancel this Request at any time.
