Position: Research Field Manager- Uganda Rural Water Maintenance Project
Field station: The position is headquartered in Lira, Uganda, with daily its weekly visits to field
office in Apac and Kwania districts.
Reports to: The research field manager will report to the country director of International Lifeline Fund for human resources purposes. S/he will also be supervised by senior researchers from a US university who are collaborating on this research.
Duration: One Year with possibility of extension.
Salary: A gross of 3,000,000 UGX
Position Description
The Research Field Manager will supervise data collection staff and manage day-to-day activities, logistics, and key interactions with local government and other stakeholders for a large, muiti-year research project about drinking water supply in northern Uganda. The project, which is being carried out in partnership with university researchers from the US, focuses on the EverFlow enterprise of the nonprofit international Lifeline Fund.
A successful project manager will effectively manage up to 20 data collectors (enumerators) so as to meet overall project objectives and ensure data quality. S/he will also deploy people, vehicles, and technical equipment strategically in a fast-paced environment, and effectively troubleshoot challenges that arise in the field. S/he should have excellent communications skills and enjoy interacting with many different kinds of people, including rural residents, local government officials, nonprofit staff, and university researchers. S/he should be comfortable with data collection on tablet computers, as well as computing, information, and communications technology and software packages generally.
The research project will generate new knowledge about a promising solution to the widespread problem of rural water sources falling into disrepair. To meet this objective, the project team will collect data from up to 150 community water committees, their water sources, and 1500 households in three rounds of data collection rounds starting in June 2019..

Responsibilities and Duties
• Successfully complete all trainings (e.g., in research ethics) deemed necessary for the project.
• Help organize and execute training for enumerators. Serve as the enumerators' first-in-line supenrisor for technical questions, logistical needs, and quality assurance/quality control measures.
• Create and execute a plan and support logistical arrangements for the collection of ‘survey data from water committees, households, and water sources in Apac and Kwania districts in the Langl language using tablet computers. Track progress against data collection targets; report to US university research partners and to international Lifeline Fund management on an agreed upon schedule.
• Troubleshoot technical and human resources challenges that emerge, during fieldwork. Engage with supervisors at international Lifeline Fund and on the US research team as needed to ensure that project objectives are met and data integrity is maintained.
• Treat all research stakeholders, including rural residents, local government officials, nonprofit staff, collaborators, and research team members with equal respect and fairness


Required skills and competence
The successful candidate will:
• Be fluent in spoken and written Langl and English.
• Have experience effectively and conscientiously managing teams of 10 or more people, including quality assurance/quality control management.
• Be highly proficient working with Microsoft Excel spreadsheets.
• Have experience with survey data collection on tablet computers that use software such as SurveyCTO or Qualtrics. Preference given to candidates who have survey coding experience as well.
• Learn new software and technology quickly.
• Be physically and emotionally able to work 5 days per week in rural areas where many office comforts are not available.
• Respond to challenges effectively and with good judgment.
• Communicate effectively and quickly using email and other software.
• Be honest, fair, and sensitive to people from all walks of life.


  Additional qualifications
• A successful candidate should hold a Bachelor's or master degree in a field related to data collection and management, including but not limited to social sciences, economics, international development, or public health. Having at least 5 years’ experience with data collection, particularly in a research or monitoring and evaluation (M&E) setting, is an added advantage.
• The Research Field Manager must have a high degree of integrity and honesty, unquestionable character, and a commitment to good governance.
