Background:
The Uganda Sanitation for Health Activity (USHA) is financed by USAID in Uganda with the goal of increasing the number of people with access to improved and sustainable WASH services, ultimately leading to improved health and nutrition status in focus areas and population groups in up to 21 districts. USHA works in close coordination with complementary development programs within both USAID and the Ugandan WASH sector. It aligns with the GoU development priorities and the needs and wishes of beneficiaries. Through a series of contemporary and integrated WASH interventions at multiple levels, USHA focuses on achieving three interdependent Outputs:
(1) Increased household access to sanitation and water services;
(2) Key hygiene behaviors at home, school, and health facilities adopted and expanded; and
(3) Strengthened district water and sanitation governance for sustainable services
Position Overview:
The Rural Sanitation and Behavior Change Advisor will work closely with the Senior Technical WASH Manager, Regional Manager and other team members to provide technical advisory services, partnership and resources mobilization, and facilitate knowledge development, brokering, and networking in the Northern Cluster (NC). This full-time position will be based in Gulu, Uganda. .
Responsibilities:
• Provide technical leadership on rural sanitation and behavior change aspects within the project’s sub-themes related to home, school, and healthcare facilities for the NC.
• Contribute to the development and implementation of sanitation and hygiene promotion approaches in line with the project’s strategies for RSBC within communities, School WASH, WASH in healthcare facilities, and gender mainstreaming.
• Strengthen the capacity of selected local government structures/ institutions to improve rural sanitation and behavior change services.
• Participate in the establishment of vibrant WASH Actors’ Multi-stakeholder Platforms (MSPs).
• Facilitate contacts between WASH stakeholders (sector institutions, service providers, funding agencies, private sector organizations, etc.).
• Participate in engagement and capacity building of WASH stakeholders to ensure that they deliver high quality WASH services.
• Coach and mentor Grantees, District Local Government staff and interns on relevant WASH intervention strategies.
• Establish networks and collaborative partnerships with similar and complementary initiatives, undertaken by other organizations, institutions or programmers, in the WASH Sector.
• Actively network with relevant local and national players within the fields of WASH.
• Support the project by identifying appropriate resource mobilization opportunities.
• Facilitate learning and knowledge development on best practices on WASH as they relate to home, schools and healthcare facilities.
• Provide substantive inputs to project reporting, including reviewing Grantee reports to ensure quality control and alignment of data on the project’s online monitoring and evaluation platform.
• Support documentation of case studies, best practices and emerging models from USHA practices.
• Participate in internal and external learning and networking events relevant to the WASH sector’s programmes.

Qualifications:
• Master’s Degree in a related field.
• 7-10 years’ experience in an equivalent position, especially in the Ugandan context.
• Experience in increasing household access to sanitation and water services and improving health through hygiene in homes, schools and health facilities.
• Strong English communication skills, both oral and written, and any related local language.
• Demonstrated organizational skills and a strong track record in meeting deliverables and deadlines.
• Ability to work with minimum supervision and under pressure.
