JOB DETAILS:
Position Overview:
The SCENE Mid-Term Learning Review Consultant/Subject Matter Specialist will spearhead the development, implementation, and delivery of all mission deliverables and ensure the overall quality of the learning review.

Level of Effort Expectations:
This position is expected to have an LOE of 15 days.

Responsibilities:
• Provide technical leadership during the implementation of the learning review tasks and preparation of deliverables.
• Lead the data collection and analysis, produce key learning review reports, and monitor the timely submission of deliverables.
• Participate in all learning review activities, including designing of data collection instruments, data collection and analysis, report writing, periodic meetings, etc.
• Lead the presentation of results and all stakeholder engagements.

Deliverables:
• Desk review synthesis report
• PPT presentation of findings
• Draft SCENE learning review report
• Final SCENE learning review report

Requirements:
• Master's degree in political sciences, public administration, international relations, or other relevant field.
• At least seven years of experience in public governance programs or projects, especially working within government institutions and civil society, in the areas of civil society capacity development, civic education and engagement, democratic governance, political economy analyses, or other comparable sectors.
• Ability to establish strong working relationships with CSOs, senior government officials, media, the private sector, international donors, and other stakeholders.
• Experience in conducting desk reviews, qualitative data collection and analysis, synthesizing complex information, and producing evaluation reports.
• Experience in leading the development of data collection tools, mixed-methods data collection efforts, data analysis, and the preparation of high-quality reports.
• Excellent teamwork and collaboration skills with a wide range of actors.
• Knowledgeable about the workings of the national and sub-national CSO networks.
• Ability to respond flexibly to emerging research themes and work-related timelines.
• Ability to prioritize, multi-task, and work well under pressure to meet deadlines.
