Communication for Healthy Communities (CHO) is a five-year program implemented through a cooperative agreement between the United States Agency for international Development (USAID/ Uganda) and FHI 360. The program supports the Government of Uganda (GOU) and US government (USG) implementing partners to design and implement quality health communication interventions to contribute to reduction in HIV infections, total fertility, maternal & child mortality, malnutrition, malaria & tuberculosis. We seek applications for the following vacancy:

SENIOR ADVISOR – MONITORING EVALUATION AND RESEARCH (SA-MER)

The Kampala-based Senior Adviser, Monitoring and Evaluation Research will provide overall technical leadership to the Monitoring and Evaluation unit of Communication for Healthy Communities Program, an integrated health and health systems strengthening proiect with implementation nationwide in Uganda, funded by the United States Agency for international Development (USAID). This position will specifically spearhead performance monitoring systems, database development and maintenance, quality assurance, and documentation and reporting for the program, currently in year 4 of implementation. Selection of final applicant is subject to USAID approval.

The SA-MER will:

  • Provide technical oversight in support of surveillance, research, monitoring and evaluation (M&E), and knowledge management activities in the M&E/Research unit per the project's performance monitoring plan (PMP); and in the development and dissemination of tools, materials, reports, papers. and intervention linked research.
  • Provide technical guidance in the design and development of M&E systems and procedures for the, management, analysis, and reporting of valid and reliable data that meet donor reporting requirements, This includes
  • Establishment of key components of an M&E system including data collection, analysis, and reporting on key output, outcome and effectiveness indicators for the program;
  • Ensuring adherence to M&E methodologies and systems using developed tools and indicators;
  • Facilitating data analysis, interpretation of results, and use of products and mechanisms to promote evidence-based programming, and timely feedback in relation to targets.
  • Working closely with the program team to ensure compatibility and coordination within the existing M&E framework
  • Provide desk and on-site technical oversight to M&E activities;
  • Work with the technical team to ensure that research activities are responsive to the CHC research and evaluation agenda
  • Lead Data Quality Assessments and submit DOA and semi
    annual reporting of data to USAID;
  • Build core competencies of M&E staff in data collection, analysis and reporting;
  • Provide technical assistance to implementing partners in data synthesis and use of data for decision-making;
  • Review key project documentation, including reports and work plans.

Minimum Requirements:

  • MS/MNMPH in public health or related field, with 5-7 years demonstrated experience in HIV/AIDS, RH/FP, and/or other relevant services, including maternal health, malaria and TB within international development programs;
  • Demonstrated experience in the implementation of performance monitoring systems;
  • Experience in epidemioiogic and social science research, including questionnaire development, data collection, data analysis, reporting and presentation;
  • Computer proficiency in word processing, databases and spreadsheets, with advanced skills in at least two of the following programs: SPSS, Excel, Epi info, State, and MS Access;
  • Ability to work independently with initiative to manage high volume work flow;
  • Strong written and verbal communication skills in English;
  • Ability to travel within country or region and internationally if needed;
  • Experience working in Uganda preferred
