CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Today, along with HIV, we work in conjunction with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Position Description:
The Senior Associate will provide comprehensive analytical support to the assigned program by designing, implementing, and managing monitoring and evaluation (M&E) systems. This role will involve conducting both quantitative and qualitative analyses to assess program impact and monitor progress towards key objectives. The Senior Associate will collaborate closely with stakeholders, including The Ministry of Health and other internal program teams to build capacity, develop data-driven strategies and optimize service delivery. They will ensure that all activities align with program goals, organizational priorities, and stakeholder expectations.

Responsibilities
Program Management
• Design and implement comprehensive M&E systems to measure and track progress, ensuring alignment with programmatic goals and objectives.
• Provide technical oversight and support to relevant departments within the Ministry of Health ensuring effective deployment and utilization of M&E tools.
• Lead the development of training materials and facilitate capacity building sessions for internal and external stakeholders ensuring data is effectively captured and used.
• Oversee performance management approaches including budget tracking, KPI reporting and performance review process.
Problem Solving
• Analyse program data and outcomes to identify gaps, challenges, and opportunities for improvement.
• Conduct data quality audits and lead to improve data reporting systems, ensuring reliable and accurate reporting for decision-making.
• Develop solutions to optimize the impact of program interventions and strategies, supporting the scale-up of new initiatives.
Relationship Management
• Provide technical assistance and maintain strong relationships with key stakeholders in government, international partners, donors and other NGO partners ensuring collaboration in data utilization and program implementation.
• Coordinate with Ministry of Health teams to develop national implementation plans and operational systems.
Financial Accountability and Management
• Collaborate with Program Managers to track expenditures related to project activities and ensure appropriate grant reporting, effective financial management and performance against costed activities.
• Provide support in ensuring compliance of program activities to CHAI operational policies and procedures.
Effective Communication
• Synthesize complex data into clear, actionable insights and recommendations for diverse audiences including government officials, donors, and internal teams.
• Prepare and present regular M&E reports to stakeholders, summarizing program performance, key outcomes, and recommendations for improvement.
• Ensure that M&E resources and information are up-to-date, accessible, and effectively communicated to the relevant stakeholders.

Qualifications
• Bachelor’s degree in business, statistics, public health, or related field.
• Advanced degree in similar disciplines is a plus.
• 3-5 years’ experience in demanding, results-driven environment with increasing responsibility in monitoring and evaluation.
• Proven track record of managing complex projects involving multiple stakeholders.
• Experience working with government agencies and international organization is highly preferred
• Demonstrated proficiency in data analysis, statistical software (e.g.STATA, SPSS) and Excel.
• Strong analytical skills with experience in both quantitative and qualitative data analysis.
• Experience in developing and implementing M&E frameworks and tools.
• Proficiency in data visualization and reporting software.
• Excellent communication and interpersonal skills with the ability to work collaboratively in diverse teams.
• High emotional intelligence, patience and adaptability in high-pressure situations.
• Strong organizational skills and attention to detail with an ability to manage multiple projects under tight deadlines.

• Experience working in fast-paced environments (e.g. management consulting, international development)
• Familiarity with health systems and experience in managing or implementing large-scale M&E systems for health programs in developing countries.
• Experience in Sexual, Reproductive, Maternal and Newborn Health.
