JOB DETAILS:
Global Programs Uganda, an affiliate of the University of California, San Francisco runs a large number of health programmes in various countries across the world. One of the areas that GP Uganda supports is the domain of managing national-level databases, data management, business intelligence, reporting and data visualization.
GP Uganda is seeking a Senior Public Health Business Intelligence Analyst to lead these activities. This position will support projects in several PEPFAR supported countries, including Uganda, Kenya and Jamaica. This position will require strong leadership in mentorship and technical advisory for in-country teams as well as to move strategic Health Informatics Systems (HIS) activities forward. This role will direct the activities of multi-displinary teams comprised of developers, data managers, and strategic information officers.
This position requires proven expertise in PEPFAR HIV reporting requirements, epidemiological principles, disease surveillance, and M&E. In this role, the Sr. Analyst will conceptualize, design, develop and implement national-level databases for HIV research, surveillance, and M&E. The Sr. Analyst will direct dimensional model definitions as well as conceptualize data visualizations. Additionally, the Sr. Analyst will develop complex algorithms to transform raw data to usable data through ETL scripts integrated with reporting platforms compatible with existing or emerging HIS infrastructures. This person will take into account nuanced data definitions, data quality issues, and data collection procedures from many data platforms.
This position is expected to be part-time position (80%) contingent on funding..

Roles and responsibilities
• Map out the conceptual epidemiological design for national HIV HIS
• Lead user requirements gathering sessions for dashboard design, including coordination of public health stakeholders and unifying different views into a common design
• Technically supervise the development and implementation of large data warehouses, including code review and testing, as well as SQL Query verification in compliance with funder requirements
• Lead the process to translate surveillance and M&E data needs to national HIS including data visualizations to satisfy PEPFAR reporting requirements
• Lead the design, development and implementation of ETL programs to load various databases on a continuous and ongoing basis into a master database
• Lead the design and development of data warehouses for case-based surveillance and other public health purposes and responses
• Lead the design and development of templates for PEPFAR reporting
• Lead the design of PEPFAR templates and development of dashboards in Power BI connected directly to national data warehouses
• Ensure database documentation, including data standards, procedures and definitions for the data dictionary (metadata)
• Lead strategic projects with the larger informatics team, in collaboration with the Technical Director for Global Health Informatics in San Francisco
• Any other duties assigned related to this job description


Requirements
• An appropriate degree in computer science, information systems or software engineering with a focus on database administration with at least eight years’ experience – or at least eleven years of demonstrable experience in database administration
• An appropriate degree in public health, epidemiology or biostatistics
• At least three years of experience in one particular DMBS, either SQL Server or PostgreSQL
• At least ten years of experience working with HIV data, PEPFAR reporting, surveillance or M&E
• Demonstrable experience in working with databases and SQL, including writing complex SQL queries
• Certification in a popular DMBS is considered a major advantage
• At least three years’ experience in building strong relationships between public health stakeholders (clients, MOH, funders, staff, etc) and informatics teams


Additional requirements
• Must be willing to work occasionally during evening hours to participate in phone calls
• Some components of the job may be executed off-site, for example at a Government entity
• The incumbent must be willing to liaise and collaborate with other staff, and train them in the design, development and maintenance of these databases.
