JOB DETAILS:
The Government of Uganda has received funding from the World Bank towards financing a six (6) year Uganda Climate Smart Agricultural Transformation Project (UCSATP). The Project is implemented by the Ministry of Agriculture Animal Industry and Fisheries (MAAIF).

The overall Project Development Objective is to ‘Increase productivity, market access and resilience of selected value chains in the project area (69 districts) and to respond promptly and effectively to an eligible crisis or emergency’. The project consists of five components: (a) Strengthening Climate Smart Agricultural Research, Seed, and Agro-Climatic Information Systems; (b) Promoting Adoption of Climate Smart Agriculture Technologies and Practices; (c) Market Development and Linkages to Selected Value Chains; (d) Contingency Emergency Response Component; and (e) Project Management, Coordination, and Implementation. The project is seeking to recruit qualified and suitable persons for the following key positions to support the project implementation.

TERMS OF REFERENCE FOR RECRUITMENT OF A SENIOR REFUGEE LIVELIHOODS OFFICER

1: Objective of the Assignment
The purpose of the assignment is to support the implementation of the Uganda Climate Smart
Agriculture Transformation project's (UCSATP) within MAAIF’s National Project Coordination Unit focusing on the project’s targeted agricultural livelihood activities supporting refugee settlements and Refugee -Hosting Districts (RHDs). The role will focus on close coordination with key stakeholders and the delivery of services and institutional capacity building based on existing agricultural and refugee institutions and/or their strengthening to best suit the promotion of climate smart agriculture (CSA) Technologies, Innovation and Management Practices (TIMPs).

2: Key Roles and Responsibilities
I. Facilitate the design, planning and implementation of the Uganda Climate Smart Agriculture Transformation project's (UCSATP) agricultural livelihoods and provide technical guidance to advance employment, self-employment, agricultural livelihoods, and self-reliance of refugees, and enhance the enabling environment for economic and financial inclusion in the refugee host communities.
II. Support capacity building and training to common interest Farmer groups in refugee settlements on livelihood interventions, Climate-smart agriculture, environmental protection, food security etc.
III. Strengthen relationships between farmer organization in the refugee hosting communities and refugees for efficient project implementation working with the Senior Social Safeguards Officer to manage social cohesion risks
IV. Determine appropriate outreach measures in coordination with refugee stakeholders and ensure that the refugee hosting districts provide suitable Climate Smart Agriculture extension services to the refugees.
V. Coordinate the development of appropriate settlement land management plans for each RHD with appropriate value chains for refugees and those for host communities.
VI. Develop partnerships between refugees and host communities on land utilization to increase access and utilization of land liaising with the Ministry of Lands, Housing and Urban Development and building on Physical Development Plans under the Uganda Support to Municipal Infrastructure Development Project (USMID).
VII. In liaison with the Senior M&E Officer develop and implement an active monitoring and evaluation system using livelihood tools and geo-enabled monitoring and supervision management system to track disaggregated results framework indictors in RHDs and the effective use of the dedicated finance from the World Bank’s Window for Host Communities and Refugees.
VIII. Oversee the design and deployment of data collection and analysis to inform evidencebased livelihoods approaches and the economic inclusion of refugees. This will include using socio-economic assessments, joint assessment missions, refugee-specific labour policy analysis, market assessment and analysis, monitoring and evaluation.
IX. Promote knowledge-sharing and exchange among actors and ensure the documentation of impact, good practices and lessons learned.
X. Ensure VSLA approaches and methodologies are incorporated into the project.
XI. Work with the Senior Social Safeguards Officer on the appropriate implementation of social safeguards, grievance redress mechanisms and community consultations within refugee settlements.
XII. Ensure close project coordination with refugee stakeholders including OPM Department of Refugees, UNHCR and INGOs implementing in refugee settlements. Ensure project alignment and coordination with other national host community and refugee livelihood programs including: Development Response to Displacement Impacts Project (DRDIP); Generating Growth Opportunities and Productivity for Women Enterprises (GROW) Project; and Investment for Industrial Transformation and Employment (INVITE).
XIII. Work closely with Uganda’s Comprehensive Refugee Response Framework’s Secretariat within OPM and the Jobs and Livelihoods Integrated Refugee Response Plan Secretariat with MoGLSD to provide whole-of-government reporting, coordination, learnings, policy and planning advice.
XIV. Perform any other duties as may be assigned from time to time.

3: Qualifications, experience, key deliverables and Experience:
Education
• A Master’s degree in Social Science, Development Studies, Development Economics, Economics, Rural development, Agriculture, Agribusiness, Agricultural and Rural Innovations and A Bachelor’s degree in the same fields obtained from a recognized University. A professional qualification in forced migration or related courses will be an added advantage.

Experience:
• At least Six (6) years’ experience in facilitating the economic inclusion of vulnerable and marginalized groups and managing and advising on development processes in collaboration with internal and external stakeholders, ideally in varied rural and urban contexts focusing on agricultural livelihoods. Demonstrated experience in working with and developing partnerships with private sector, NGOs, Office of the Prime Minister, development actors, and government authorities in sub-sectors relevant to livelihood programming e.g. financial inclusion, employment, entrepreneurship, private sector development, local economic development, poverty reduction, agriculture, livestock, vocational and technical education and training. Proven experience in developing and influencing organizational policy development on areas related to livelihoods programming and economic inclusion. Proven experience in conducting sector assessments using quality social-science methods and tools, and in developing at least one comprehensive multi-year strategic plan for livelihoods and economic inclusion. Demonstrated experience working on refugee livelihood issues preferred.


4. Reporting Line
The Refugee Livelihoods Officer will report to the National Project Coordinator with the supervision of the Deputy Project Coordinator.

5. Contract Duration
The Refugee Livelihoods Officer shall be appointed on a three (03) year contract subject to a six months’ probation period and renewable subject to satisfactory performance.
