About the ATOM Coalition
The Access to Oncology Medicines Coalition (ATOM Coalition) is a global initiative, led by the Union for International Cancer Control (UICC), in collaboration with over 40 partners across the private and civil society sectors. It aims to address the barriers to availability, affordability and appropriate use of oncology medicines in low- and lower-middle income countries (LLMICs).

Summary of the position
The following terms of reference have been developed to engage a senior consultant to oversee the ATOM Coalition’s country support programme. As part of the ATOM Coalition Senior Management team, the consultant will serve as technical lead of the country support team, overseeing the implementation of stakeholder convening, data collection process and collaborating with national and international partners in target countries to identify and facilitate technical assistance opportunities to support increased access and use of essential cancer medicines prioritised by the ATOM Coalition. The Senior Technical Advisor will also ensure close alignment with the medicines access and other cross-functional teams within the ATOM Coalition Secretariat and UICC.

Main responsibilities
Serve as technical and managerial lead of the Country Support team:
• Overseeing and managing work of the Country Support team, collaborating closely with the Medicines Access, Health Financing and Operations team to ensure smooth alignment and coordination to achieve annual targets as noted in the ATOM Coalition operational plan.
• Providing input and guidance to the ATOM Coalition Senior Management Team, Governance committees and UICC Board as needed on country-level implementation progress, challenges and opportunities.
• Acting as a link between the country support work and the medicines and diagnostics access.

Oversee the country support implementation process in ATOM Coalition countries:
• Serving as key external facilitator of the situation analysis process, providing guidance to all national stakeholder technical working groups to identify priority needs for technical assistance across the medicines pathway through the implementation of the situation analysis framework developed by the ATOM Coalition Secretariat. For 2024-2025, this involves oversight of the country implementation process in El Salvador, Mongolia, Zambia, Uganda and Honduras.
• Applying lessons learned from implementation in key countries listed above to identify trends and bottlenecks which could impact the broader set of ATOM countries, and alerting other ATOM Coalition teams and partners.
• Working closely with the Senior Management team, other external consultants and staff to provide expert technical input into the refinement of the overall framework for implementing the situation analysis process, resources/ supporting materials, and organisation of all of on-site technical review meetings.
• Operating a triage approach / situation room to test implementation models, learn from the failures and take those to scale.
• Assisting national stakeholders in defining activities and membership of local technical working groups; provide input in defining set of key reference base-line materials for each pilot country, facilitate the review of materials /data for each core evaluation area; and facilitate agreement on priority setting.
• Overseeing the data collection process implemented by local researchers and the agreement of a consolidated list of priority actions for each country.
• Providing input and guidance on the final recommendation report setting out the findings of situation analysis and the agreed key priorities for technical assistance.
• Leading the preparation of the technical assistance implementation plan to be drafted based on the findings of the situation analysis reports.
• Participating in all major stakeholder group meetings as needed. This includes all meetings related to the preparation for, and execution of the situation analysis and prioritisation workshops.
• Working collaboratively with ATOM Coalition partners as well as national stakeholders who can contribute to the situation analysis process.
• Providing insight and feedback to the ATOM Coalition Senior Management team on dynamics, process and flow of discussions among the stakeholder group, and identify any potential challenges or conflicts

Act as a thought leader for strategic priorities, team members and partners
• Bring subject-matter expertise as an oncologist having worked in LMICs to bear for the market access, business model and strategic efforts to help make them a success.
• Work closely with the Senior Advisor, Access to Medicines to shape advocacy needs in relation to medicines access (e.g., clinical guideline changes needed).
• Add voice and weight to decisions and directions on medicine access with private sector partners, in partnership with the Senior Advisor, Access to Medicines.
• Provide guidance on additional research articles and materials related to access to cancer medicines in LLMICs to review and archive.
• Share insights with ATOM Coalition partners and stakeholders on trends, needs and calls to action.

Provide input on additional technical and support-related materials:
• ATOM Coalition concept notes and proposals
• Key communications materials
• Other research implemented by the ATOM Coalition Secretariat.
Participate in key events and meetings related to the ATOM Coalition as needed

Skills and competencies
• Advanced medical degree, specialising in Oncology.
• At least 10 years’ experience managing and implementing complex, multi-stakeholder global cancer-focused initiatives and activities in low- and middle-income countries.
• Extensive knowledge of the global cancer control landscape.
• Extensive experience convening global, regional and country-level cancer control experts and advocates.
• Experience and track record developing effective collaborations focused on cancer control across multiple sectors including government and UN agencies.
• Track record of delivering health systems impact in low- and middle-income countries.
• Able to work in an innovative and changing environment and with a track record on adaptability and excellent judgement.
• Excellent team leadership skills and ability to work in a matrix management structure.
• Prior UN experience a plus.
• Fluent in English (written and spoken); other UN languages are a plus.
