USAID funded Uganda Health Supply Chain is a five year program supporting the Government of Uganda's health system to improve the availability and accessibility of essential medicines and health supplies (EM!-lS).The expected results of are to_:1) strengthen national policies and strategies and support cost-effective, equitable, and transparent utilization of EMHS resources; 2) strengthen country capacity for effective management and utilization of EMHS; and 3) increase availability and access ot EMHS among priority populations. Overall Responsibilities
The Senior Technical Adviser Mls is responsible for overseeing and assisting the Ministry oi Health in the implementation of the MlS systems, data use and reporting. S/he meets with donors and implementing partners to coordinate and ensure a smooth rollout and functioning of the systems. S/he also ensures thatvproper sustainability pians areideveloped and implemented for MoH to take over the systems in an appropriate manner and on time.
The Senior Technical Adviser MlS works closely with the PIP team, the Rxtioiution team, the system administrator and the M&E team. Further s/he is part of the program management team and will develop work plans with specific targets and will follow up on a regular basis to ensure smooth implementation of program activities. The Senior Technical Adviser MlS will manage and mentor the lT team. ensure pood coordination and collaboration within the team and with partners and key stakeholders to ensure that the set targets are met. S/he designs electronic data collection tools for various ‘parts oi the program when needed and assist in addressing and identllylng IT solutions to facilitate the overall UHSC targets. The role demands that s/he is a creative thinker and a problem solver with good team building, coordination, communication, management and leadership skills.
Qualifications
• Master's Degree in Health Sciences and/or Information Technology/Computer Science or a related field
• Ten (10) years of experience working with lT and software in the health sector in particular scale up of systems
• A minimum of six (6) years‘ experience with design of electronic data collection and reporting systems using either into Path, ODK or Lifecycle Designer for data collection and SSRS Report Builder/Crystal Reports or comparable technologies for reporting purposes
• Experience with ERP systems both at central and health facility level
• Experience in managing a team of experienced software developers and health professionals
• Knowledge of the Ugandan health sector with a strong focus on logistics management, appropriate medicines use and HMIS
• Experience with DHIS2, openMRS, GitHub and Single Board Computers (SBCs) is preferred
• Experience with customization of Android based devices is preferred
• Experience in development of SOPs for lT systems
• Experience in development of training material and conducting class room trainings
• Experience working with a wide range of hardware from office computers and phones to desktop servers and rack servers
• Documented strong analytical, problem solving, collaboration and technical skills
• Experience working with the USMD
• Ability to work under’ minimal supervision
• Self-motivated and well organized
• Excellent communication skills
