JOB DETAILS:
MSH seeks a Senior Technical Advisor, Pharmacy for a health system strengthening (HSS) project in Uganda. The USAID-funded Strengthening Local Health Systems (SLHS) activity includes the following technical areas: human resources for health, health financing, health information systems, and community health systems.

OVERALL RESPONSIBILITIES:
The Senior Technical Advisor (STA) will oversee the design, implementation and monitoring of activities related to specific funding from the USAID EDGE Fund for the introduction and scaleup of HIV pre-exposure prophylaxis (PrEP) and post-exposure prophylaxis (PEP) medicines at private pharmacies, including development of technology, financing, and policy infrastructure to sustain the scaleup going forward.

SPECIFIC RESPONSIBILITIES:
• Lead the management and oversight of the sub-awardee designated to implement the USAID EDGE funding.
• Lead the reporting on implementation of the USAID EDGE funding, including writing sections for quarterly and annual SLHS reports as well as periodic progress updates as may be requested by the Technical Director.
• Support the MOH and the sub-awardee with improving technical capacity and strategic planning, monitoring and evaluation of activities pertaining to scaling up PrEP and PEP.
• Support the MOH and the sub-awardee to strengthen systems for capacity building activities for scaling up PrEP and PEP, including development and operationalization of plans, training materials, guidelines and frameworks for related activities.
• Support MOH and the sub-awardee to conduct targeted training scaling up PrEP and PEP.
• As requested by the Technical Director, represent SLHS in technical working groups (TWG) and meetings with USAID and the MOH pertaining to scaling up PrEP and PEP.
• Spearhead the development and/or oversight of USAID EDGE specific activity and monitoring plans, knowledge management products, and reports.

QUALIFICATIONS
• A postgraduate education in pharmacy or closely related field is required.
• 7 years of relevant experience is required.
• Specialized training and/or practical experience in scaling up initiatives in the pharmaceutical sector.
• Experience with programs supported by bilateral agencies such as USAID, the Global Fund, or WHO preferred.
• Competence in use of word processing programs required, and experience with spreadsheets and database applications strongly preferred.
• Excellent writing and presentation skills in English are essential
• Strong organizational skills with the ability to handle multiple tasks simultaneously; excellent interpersonal skills and ability to work effectively in a team spirit.
• Ability to work independently and in team
• Good judgment for decision making.
• MSH will only consider Ugandan candidates for this position.
