USAID funded Uganda Health Supply Chain is a five year program supporting the Government of Uganda's health system to improve the availability and accessibility of essential medicines and health supplies (EMHS).The expected results of are to_:1) strengthen national policies and strategies and support cost-effective, equitable, and transparent utilization of EMHS resources; 2) strengthen country capacity for effective management and utilization of EMHS; and 3) increase availability and access of EMHS among priority populations. Overall Responsibility
The Senior Technical Officer, EMHS is a UHSC‘ staff who will be seconded to the Pharmacy Department of the Ministry of Health to support the efficient operation of the OPPU. S/ he will be responsible for supporting the Ministry of Health technical programs, Central warehouses and health facilities in quantification and procurement planning of EMHS.

S/he will work closely with UHSC staff, Ministry of Health Pharmacy Department and technical programs, NMS, JMS, IPs and other stakeholders to provide technical assistance in ensuring the harmonization and coordination of Essential Medicines and Health Supplies (EMHS) procurement planning and quantification as well as programmatic stock status monitoring.

This technical assistance is primarily focused on strengthening logistics systems and provide a link between MOH and stakeholders and facilitate harmonization within the various, supply chains.

S/he will identity and disseminate strategic logistics information to enable effective quantification, supply planning, funding and procurement of EMHS. S/he is .responsible for conducting quantification of national requirements, tracking commitments and the financial and commodity gaps for EMHS.

Qualifications:
• Bachelor's degree in pharmacy. Professional qualifications in logistics and supply management or public health is an added advantage
• Work experience in providing pharmaceutical management technical assistance especially in the area of supply chain management, quantification and procurement
• At least 4 years of experience in quantification for essential medicines and health supplies at national level 4 Demonstrated analytical skills with computerized packages including Microsoft office packages such as MS Excel
• Work experience with medicines logistics} inventory management information systems
• Working experience in Uganda with knowledge and comprehensive understanding of the Uganda public health system. Previous experience with USAID supported programs is an added advantage
• Demonstrated ability to collaborate with other stakeholders in developing creative and strategic solutions to achieve common goals
• Willingness to be flexible and adapt to changing priorities and shitting deadlines
• Demonstrated strong organizational, administrative, communications and reporting skills
• Strong teamwork and team-building skills
• Ability to write lucid technical reports and documents.
