EAST AFRICAN CRUDE OIL PIPELINE
VACANCY ANNOUNCEMENT

WHO WE ARE
The East African Crude Oil Pipeline (EACOP) project is a midstream development located across Uganda and Tanzania that includes a nearshore marine storage and export terminal (MST). Once completed, the EACOP Company will operate the East African Crude Oil Pipeline, a 1,443 km long, electrically heated crude oil export pipeline that transports oil from Kabaale - Hoima in Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania for crude export to international markets.

JOB SUMMARY
The spread superintendent is responsible for overall field management and pipeline supervision of the day-to-day construction activities of the EPCmC staff and contractors. They will ensure work is carried out using safe working practices and is completed in accordance with the project codes, standards, drawings, and specifications. The spread superintendent will be responsible for supervision of the pipeline ROW preparation and access, stringing, stacking, and general pipeline construction activities.

DUTIES & RESPONSIBILITIES
Field Management
• Responsible for maintenance and inspection activities of EACOP electrical equipment.
• To manage the allocated lot within the pipeline spreads and area packages.
• Directly supporting the EPCmC staff and the contractors, ensuring delivery of the pipeline and associated AGI, MST facilities, and EITS infrastructure are delivered on budget.
• Ensuring local partners and local contractors receive and understand clear instructions and guidance.
• To provide on-the-job training and coaching to local content personnel, liaising either directly or indirectly with training providers to ensure training is provided and performance is monitored.
• Ensure contractors are fully executing and complying with their contracted scope of work.
• Implement, use, and communicate safe work practices on all of the project sites.
• Participate in the review of project schedules with the project management team.
• Participate in constructability and technical design reviews to identify any opportunities for optimization.

Pipeline Supervision
• Supporting the supervisors on the pipeline installations and coordinating daily reporting requirements.
• Coordinating ROW access permits, profile surveys, clearing, and grading for stringing activities along the ROW.
• Planning and coordination of pipeline material deliveries and staging activities along the ROW.
• Verifying the required civil and concrete works to support the pipeline activities are completed.
• Planning and coordination of pipe laying in regards to spreading activities.
• Ensure critical materials and equipment are being stored and monitored with preservation records available.
• Ensure third-party provider for NDE inspection has been deployed to areas to access or schedule.
• Identify construction risk for progress and compliance with critical HSE requirements.
• Providing logistics team with transportation needs for the project’s pipeline section.
• Ensure logistics team are managing ROS dates for field dates as per the construction schedule.
• Interface with field engineering, EITS, AGI, and MST scopes to ensure the delineation of battery limit scopes are clearly communicated and understood by all stakeholders.
• Planning and coordination of ITP inspection surveillance and hold points by the designated personnel.

Planning and Coordination
• Planning and coordination of system/subsystem completion for testing and commissioning readiness.
• Work within a multicultural business framework and provide ethical and compliant support.
• Mentor exemplary behavior regarding HSE, ethics, and company "code of conduct" policy.

Academic Qualifications
• Tertiary/professional qualification in pipeline construction management or other company-agreed applicable discipline qualifications that support the construction management and execution of the onshore pipeline and related AGI, EITS, and MST facilities work scopes.

Experience Required
• Minimum 10 years of pipeline construction experience working within a cross-functional oil and gas pipeline project team supporting field engineering, interface, pipeline construction, and commissioning activities.

Required Competencies
• Competency and proven experience within equivalent proprietary management systems and associated desktop applications for project delivery.
• Competency within industry applications such as Assure, OMIE, Aconex, SharePoint, Adobe, MS Office; Word, Excel, PowerPoint, Visio.
• A high focus on identifying and meeting the key project deliverables and objectives.
• Demonstrated knowledge of compliance, risk controls, and site HSE requirements.
• Demonstrates proficiency in the interpretation of design drawings, plans, and specifications.
• Comprehensive understanding of pipeline construction methodologies and execution strategy.
• Understanding of critical path and key milestones within the construction planning programmes.
• Demonstrated knowledge and understanding of the criticality of material ROS dates to support schedules.
