JOB DETAILS:
OUR WORK
The foundation of our approach is the Facilitated Collective Action Process (FCAP) where communities are led through regular facilitated meetings to organize, conceptualize and implement local development projects, supported by a microgrant to fund it. Our currency is quality, which is evidenced in our impacts. Spark supports implementation of the FCAP in rural communities to improve local livelihoods, enhance social cohesion, and improve citizen engagement. Our community-based development model aims to catalyse social and economic transitions in the context of development opportunities present in each country we work in.
Spark is now active in 500+ villages in 6 countries, benefiting over 230,000 lives. In the next three years, we seek to accelerate the growth of this approach through i) establishing a global Community of Practice with partners based on cutting-edge facilitation and training design ii) establishing a national scale program in one to two countries.
Spark is partnering with the Governments of Rwanda and Malawi to roll out context-appropriate FCAP and subsequent large-scale expansion. We are strategically focussing on technology-led delivery of FCAP in all our communities to improve impact and reduce the delivery cost. As a learning organisation, we continue various testing on programmatic input areas, including grant sizes, length and duration of training and role of technology.

Scope of work
Strategic advisory and technical assistance services (high level)
• Advise on critical, high-level initiatives including optimizing the organization’s sectoral positioning, research and learning strategies (and operationalizing them), cost effectiveness modeling, external engagement strategy, among others
• Explore and recommend potential avenues for future growth, including suggesting and facilitating connections with potential funders and partners when appropriate
• Review and advise on organizational development and improvements to critical systems and processes, including providing change management plans
• Act as thought partner for strategic planning and org-wide initiatives
• Provide coaching and mentorship to co-CEO
• Additional advisory inputs, document review, and feedback as requested

Strategic advisory and technical assistance services (detailed)
• Provide strategic advice on setting, fine-tuning, and achieving organizational goals
• Provide hands-on technical assistance in achieving specific objectives

Representational services
• Support stakeholder engagement strategies and execution
• Engage with internal and external key stakeholders on behalf of the organization as requested by co-CEO

Operational services
• Provide operational support and supplementary management capacity to the co-CEO as needed

Capacity support for special projects
• Surge capacity for time-bound operational needs
• Provide capacity for discrete initiatives with immediate or short-term use application
• For example, conduct literature reviews, proposal development to multilateral/ bilateral institutions, or reviewing and updating strategy materials, etc.

Reporting
In the execution of these tasks, the consultant will report to the co-CEO.

Requirements and other considerations Qualifications
• 20+ years of experience working in a leadership role on scaling up programs with government partners in East Africa
• Strong demonstrated grasp of rigorous research design choices, methods, and application to policy and program design
• Deep experience and understanding of policymaker engagement in LMIC settings, including working with directly with government partners to deliver program(s) at scale
• Experience working with bilateral, multilateral, and private donors
• Successful track record of working with the Effective Altruism community
• Available immediately and able to meet organizational needs flexibly and responsively

Other Information:
Contract period: Six months, renewable.
Location: Flexible, with preference for East Africa
