Assessment Goal and Objectives:
This study will assess how identified market systems interventions have contributed to:

• improved household resilience;
•  improved household access to food on a sustained basis;
•  reduced incidence of malnutrition among children under five, and pregnant and lactating women.
• Savings and credit access, via supporting the development of credit associations
• Crop and livestock inputs and services development 
•  Bulk grain marketing and block farming 
• Honey value chain strengthening
• Business development support to youth and women

Consultant Tasks
The Team Leader/Senior Researcher will be responsible for the following, with the Team Lead bearing primary responsibility:

• conduct and summarize secondary research
• develop the research design and instruments
• conduct field research
•  undertake analysis and interpretation
• debrief the project team
• co-author the report, brief and presentation
•  train and supervise the associate researcher and other team members

Deliverables and Timing

The study will begin in early May, with field work, analysis and writing through May, and the final report, brief and presentation completed by 9 June. Estimated LOE for the team lead and senior researcher is 25 days each, including ten days of field work. Estimated LOE for the associate researchers is 20 days, including ten days of field work. Payment is conditional on acceptance of deliverables:

• Background research summary and source documents
• Study design: Approach, sampling, fieldwork instruments, analysis plan, report outline, work plan
• Clean, legible or typed copies of all field interviews and surveys, with GIS coordinates
• Contacts for all interviews and surveys
• Post-fieldwork debrief presentation slides and brief
• Final report, presentation slides, and brief

Qualifications
Team Lead/Senior Researcher

• Master’s degree or equivalent in Agricultural Economics, Agribusiness or related area;
• Ten years’ experience in market systems analysis and development, agricultural development, or other relevant area, preferably in Southern Karamoja
• Demonstrated knowledge of resilience frameworks, food security and target intervention sectors
• Strong skills in research design, implementation and analysis including attention gender and youth
• Strong English writing and communication skills, including report, briefs and presentations
•  Skilled with email, mobile communications, word processing, and spreadsheet software.
