Technical Deputy Director of Global Health Informatics

The Company
The University of California, San Francisco (UCSF) through its affiliate international NGO Global Programs for Research and Training (GP) is engaged in projects in over a dozen countries through Africa, Asia and the Caribbean and is typically funded by the U.S. Centers for Disease Control and Prevention (CDC). Much of the work requires Health Information Systems (HIS) strengthening to promote data-driven action and policy improving health. These activities are supported by the Health Informatics Hub, led by the Technical Director of Global Informatics. The Hub develops comprehensive informatics solutions to strengthen and integrate existing systems as well as develop novel electronic solutions into country health information architectures. Together with country stakeholders, the Hub articulates important “use cases” to support appropriate data collection and relevant real-time dashboards used for program management, epidemic monitoring, and policy planning. Using a collaborative South-to-South capacity building model, the Hub is composed of developers in Uganda, Namibia, Kenya, Tanzania, and Mozambique and supports projects across Africa, Asia, and the Caribbean.

The Position
The UCSF Health Informatics Hub is in need of a Deputy Director of Global Informatics, working closely with the Director, to: develop technical strategies for new global health projects; supervise technical operations of the 26 member technical team and current development pipeline; design technical mentorship and training strategies for the team; and support the growth of the emerging Data Science Core within UCSF Institute for Global Health Science (IGHS).

Specifically, this new position will encompass the following dimensions of which the candidate applying should have adequate knowledge and demonstrated application:

• Traditional HIS domains: software development, data management, business intelligence, system architecture, data security, system administration & design, data quality
• Senior level technical supervision: supervise managers and larger teams, build capacity and professional development channels
• Advanced Project Management: agile product development, SCRUM, assigning resource needs, optimizing project team composition and structures
• Traditional public health domains (particularly in HIV global health): epidemiology, monitoring & evaluation, surveillance, continuous quality improvement (CQI)
Furthermore, the applicant should be familiar with basic data science concepts and be willing to rapidly expand this knowledge through trainings and coursework provided by this position.

Roles and Responsibilities:
Supervision of Development Pipeline
• Provide high-level supervision to various project teams to ensure proper procedure is followed during the development pipeline, with a strong focus on adherence to technical guidelines and processes
• Ensure teams follow proper documentation protocols and the like, and that documentation is of sufficient quality
• Ensure managers are onboarding new staff correctly
• Provide technical assistance to teams as needed
Capacity Building
• Create comprehensive technical capacity building and professional development plan for informatics staff
• Coordinate these planned activities
• Provide resources for management training and mentorship Define projects for start-up

• Work with Informatics Program Manager to meet with project donors and country stakeholders
• Interpret technical gaps and needs for projects
• Together with Informatics Director, develop and confirm project strategy and resource needs (staffing, equipment, etc)
• Initiate building the team to carry out the work
Develop Data Science Core
• Complete coursework and trainings in data science, focusing on data preparation and systems requirements for machine learning and artificial intelligence
• Liaise with other data science teams at UCSF and other collaborating institutions and contribute to the establishment of a centre of excellence in data science
• Participate in larger communities of practice
• Meet with stakeholders and donors to articulate data science project opportunities/needs
• Build data science teams as needed for emerging projects
Proposal & Manuscript Writing
• Assist with technical HIS and data science aspects of project proposals
• Assist with manuscript writing as opportunities arise

The Person
Minimum requirements

• A Bachelor’s degree or Master’s degree in Data Science, Data Management, Computer Science, Software Engineering, or a related field with sufficient training in database related disciplines
• At least ten years of working experience with complex HIS project development
• At least five years of senior management/supervisorial experience
• Demonstrable experience with at least one of the following: Oracle, SQL Server, MySql, PostgreSQL
• Expertise in Python, C#, JAVA, Django, Node.js
• Fluent in complex data manipulation using SQL, especially more advanced scenarios
• Demonstrable advanced expertise in writing complex SQL queries and statements.
• Demonstrable experience with data visualization using at least one of the following platforms: PowerBI, Tableau
• Demonstrable experience with continuous quality improvement projects (CQI)
• At least five years’ experience working in the health sector, public health, and/or CDC-PEPFAR programs on international projects
• Demonstrated good communication and interpersonal skills, especially working remotely
• Ability to coordinate with multiple partners in various countries to carry out duties as assigned, especially working remotely
• Demonstrated experience in setting up and/or managing HIS teams abroad
• Must be based in or have permission to work in Uganda

Considered an Advantage
• Certification in one or more popular database management systems (DBA in Oracle, SQL Server or similar)
• Background in statistics and/or data analysis
