Paidha black Angles Sports Club (PBA FC) is one of the historical and most prominent clubs in the West Nile region that started as a community fan-based club in 1979 by a group of concerned members of Paidha community in Zombo district. The original Team of players included groups of talented youths from within Paidha and other parts of the country including: Nebbi, Zombo, Pakwach, Arua, Karamoja, Soroti, Kampala, Jinja, Mukono, Koboko, Moyo, Gulu, Lira, Kitgum, Apac, etc. The club underwent transition in management where it was mainly the business community leading the club and later on the Town Council Authority giving it major support to the current leadership where mainly community leaders have taken full charge of the club. The club is managed by the congress which appoints executive committee headed by the chairman executive committee and other appointed officials in standing committees and the secretariat headed by the CEO.
After competing in the 2nd tier division (FUFA Big League) for the past 3 seasons, Paidha Black Angels Football Club on 20th May 2018 got promoted to the Uganda Premier league. This achievement has created a lot of excitement within the 3 districts of Zombo, Nebbi, Pakwach and neighboring Districts of Arua and Democratic Republic of Congo where PBA Football club has got a huge following. As a result of this great achievement, the club is now obliged to adhere to FUFA Premier League requirements that include having a team of well qualified Technical staffs to take on some of the sporting and technical roles in the club. Paidha Black Angels Football Club, therefore, seeks suitably qualified persons to fill the positions listed hereunder. Please see Terms of Reference of the said positions below:
Post: Technical Director (TD)
Reports to: The Chairman, Club Executive Committee.
Responsible for: All staff in technical department including Coaching Staff and Players.
Description:
The position of Technical Director of PBA Football Club is a full-time position which will define and lead the Club’s Technical Programme under the authority of the Paidha Black Angels FC and in compliance with the aims, objectives and values of the Club and FUFA.
General Responsibilities:
- Develop, and implement a clear and thorough Technical Development plan with a Technical Chart aimed at continually promoting and improving the game of football in the club at all levels from Amateur to Elite football including youth football, women’s football, and Coaching Education.
- Advise the PBA FC on all matters related to the effective development of football and be accountable for the development of a strategy and policy for the performance of football programmes
- Work, advise and support the various Women and Youth teams and coaches through development programmes in order to enable PBA FC to attain its goals within FUFA, CAF and FIFA, including putting in place clear systems and processes for identifying and developing talented players.
- Ensure that excellent relationships are developed and maintained with all football related stakeholders in order to ensure a cohesive and synergistic approach to the development of football is achieved and maintained.
- Ensure that the Technical Department is appropriately staffed with suitably qualified individuals who are capable of implementing the agreed programmes thereby ensuring the growth and success of football at all levels
- Maintain a close and harmonious working relationship with FUFA, CAF and FIFA and other major stakeholders including the government of Uganda.
- Perform any additional duties and responsibilities as reasonably instructed by the GFF from time to time
Specific Responsibilities:
- Training and development of coaches including design and updating of coaches manuals, facilitating licensing courses, developing a coaches Code of Conduct, arranging for expert and specialist coaches to deliver training clinics, education on rules of the game and creating and maintaining a library of resources including books, videos and articles for coaches to access;
- Establish and deliver a comprehensive Grassroots programme at both the community level, in schools, and nationally through strategic partnerships within the communities and with various Local and central Government Ministries and Agencies;
- Establish and deliver a Women’s Football Development plan including training and recommending staff members for the Women’s team coaches at the U-17, U-20 and Senior levels;
- Define and disseminate the Club’s football philosophy;
- Establish clear pathways for player development including establishment of a National Talent Identification system identify, train and protect talented young players to ensure their progression from Grassroots to Elite;
- Research and monitoring of developments in the football world including studying of major competitions, training methods, fitness, philosophies, opportunities for further development of the game and organizing of national seminars to promote technical activities;
Experience & Knowledge Requirements:
- Qualification with the highest coaching diploma available in the country (CAF “A”) or equivalent or higher International diploma / license is essential. CAF “B” is minimum requirement;
- Must be from a football back ground. Ideally a former player, though not at international level;
- Must be recognized by FUFA, CAF and/or FIFA;
- Proven skills and experience in the implementation and delivery of football development programmes
- Credibility and recognition in the football world to command respect among players and coaches;
- Experience managing high performance programmes with a proven track record in supporting team and squad management at various levels;
- Experience in the leadership of coaches and Coach Education programmes;
- Experience in the management of staff to ensure their effective operation, work allocation and discipline;
- Experience in people management skills with the ability to implement innovative ideas and influence support programmes;
- Willingness to work irregular hours and travel extensively whenever necessary;
- Previous experience of working in a multi-stakeholder sports environment and comfortable managing the differing tensions that may prevail.

- Strong knowledge of elite youth player development including international standards and strategies
Minimum Qualifications:
- FUFA CAF “B” License or equivalent. CAF “A” License is added advantage
- Proven experience in coaching at the relevant age level within a top club
- FUFA Football Management Training is essential
