Background:

Established in 2006, the Institute for Social Transformation (IST) is a women’s rights, non-profit organization committed to a society where people value and enjoy socio-economic and gender justice. We facilitate the transformation process of women and youth to champion through capacity building, innovation and advocacy. IST is a champion of the Market Women Model comprehensively addressing the needs of women in the informal sector (Rural market women, urban market women, rural women farmers, youth & Refugees).

The work of IST is grounded in the philosophy of Paulo Freire, using the Training for Transformation (TFT) approach to development which centers on the ability of groups and individuals to read their reality and write their history steered on by transformational leaders. The Training for Transformation methodology, the tools and the facilitation process is critical for structural analysis of the root cause of problems and gives the ownership of the action learning process to women.

Over the years, IST has reached over 100,000 women and youth in the informal sector both urban and rural including refugees, through empowerment programs such as; improving women and youth economic productivity through entrepreneurship/business advisory development services, collective organizing into groups and cooperatives, skilling, access to financing, leadership participation and advocacy. IST also promotes sustainable initiatives to prevent gender-based violence, sustainable agriculture, climate resilience and technology innovations.

Objectives of the consultancy
The overall objective of the assignment is to providing technical guidance and lead the process to develop a 5-year Strategic Plan for IST. The process facilitator/consultant will review, update and refocus IST’s Strategic Plan for the period 2023/24-2027/28, to enable the organization fulfil its mandate.

Justification and context overview for the new Strategic Plan.
IST’s current Strategic Plan (2018-2022) comes/came to an end in 2022 at a time when the country is focused on fast tracking transformation and development towards achieving a modern, middle-income economy, envisioning a transformed Ugandan society from a peasant to a modern and prosperous country. The country is committed to promoting gender equality and women empowerment for social economic transformation (GoU- Vision 2040). Men, women, boys and girls to have equal opportunities and access to resource and participation in the development process. IST is committed to facilitating the transformation of women and youth to through leadership capacity building and economic empowerment programs.

There has been a process of action and reflection throughout the last years of our 2018-2022 strategic plan implementation. Further, the social, economic, political and ecological context within which we are working has also changed. For this reason, IST needs to review, update and re-focus the strategic plan to match with the current development outlook, thereby enabling the organization to meet its mandate.
Furthermore, COVID 19 Pandemic was a landmark phenomenon, with many challenges and lessons on development programming especially funding challenges for many NGOs, calling us to rethink our sustainability and relevance. In addition, the world is grappling with climate change which has had adverse effect to our farmers and negatively affected the supply chain of market women.
IST was pivotal in the multi-state holder consultative processes of repealing the 1946 Market Act in order to engender the legal and policy frame work for operationalization and administration of markets. Recently, the president signed the new Market Act 2023, this process directly aligns and contributes to the attainment of strategic objective 2 which is to lobby and advocate for gender responsive programs, policies and actions at all levels. However, there is need to support the development of regulations and its operationalization the market act and resources and yet market women and youth continue to be under unfavorable tax regimes coupled with gaps in market leadership.

Market women face limited access to affordable financial products to boost and or start their business. This issue directly aligns and contributes to the attainment of the IST Strategic objective 3 which is to promote economic self-reliance among market women and young people. It has been observed that rural women farmers, market women and youth who run businesses still do not have financial products that meet their needs. IST has been exploring the idea of starting a bank to serve this need.

Research shows that there is a continued digital divide between women and men and between rural and urban women and yet it is key to trade. IST continues to explore innovative ways in which market women entrepreneurs can use technological advancement as a tool for business enhancement. This issue also directly aligns and contributes to the attainment of strategic objective 3 to promote economic self-reliance among market women and young people. IST will continue to facilitate rural women farmers and Market women and youth to embrace technology. This will result into increased access to technology for business information access and growth.

There is increased recognition of the need to refocus our energies to focus on crosscutting issues that affect the ecosystem within which market women and youth and rural women farmers live and work like climate change, gender, SRHR, and mental health and the need to also increase our efforts in research, and advocacy to understand, inform and counter the effects of these intersecting issues.
Experience from the field show us that among rural women farmers, market women and youth other categories are more vulnerable that among them; women with disabilities, women and youth living with HIV/AIDs, teenage mothers and widows. IST will continue to deliberately target these women as a way of leaving no one behind.

Scope of work
The consultant is expected to support IST to review, update & refocus IST programming, a new strategic direction, aligned to the national and development trajectory, in consonance with the current reality that includes: the need for strong financial sustainability, through social enterprise, strengthened linkages of women empowerment, gender equality and climate adaptation, positioning rural women farmers and market women entrepreneurs for the current agribusiness dynamics and value chain, for EAC common market and AfCFTA. IST will need to integrate social enterprise approach in its intervention for effective and sustainable programming, particularly to address the need for resource mobilization.
The consultant will support IST to develop a detailed strategy and a monitoring and Evaluation plan.

Specifically, the consultant will be tasked with;
• Review, update and re-focus the strategic plan
• Review relevant documents and familiarize with operations of IST
• Current strategic plan one year and half into its implementation
• Board of Directors and IST staff strategic plan thought processes
• Produce an inception report
• Design and manage an effective planning process that will help review, update and re-focus IST strategic plan
• Undertake stakeholder mapping and analysis, carry out consultations to gain a detailed understanding and the needs of IST and stakeholders.

Carry out a PESTEL/ SOAR analysis to consolidate the strategy
1. Analyze the internal and external operating environment of IST, its current and future priorities
2. Determine the demand and forecast of the future priorities of human resource to manage and implement the strategic priorities.
3. Identify focus areas clearly stating potential products, services that IST can sell to increase revenue streams and overcome vulnerability to donor priorities and develop strategic objectives and key result areas. The plan has a balance of program and business thinking.
4. Develop a theory of change
5. Develop sustainability plan
6. Facilitate a debrief session with the Board of Directors, staff and present at stakeholder’s validation meeting and further refine SP.
7. Finalize the strategic plans based on the contributions and input from the debrief meetings and stakeholder’s validation
8. Produce the strategic plan document hard and soft copy and in not more than fourteen days after the validation.
9. The strategic plan should not be more than 20 pages.

Expected deliverables of the assignment
10. A five-year strategic plan including an M&E framework and costed results framework that can be used as a fundraising tool.
11. A report on the process including stakeholder consultations and workshop

Duration of the Assignment
The assignment is expected to be carried out for 60 days and should have produced the 1st draft by the end of July 2023.
