JOB DETAILS:
Background
The Budget Monitoring and Accountability Unit conducts semi-annual and annual assessments of selected programmes that has been excluding Tourism. In addition, the Unit also conducts semi-annual and annual monitoring for projects. The proposed focus on the four priority areas of: Agro- industrialization, Tourism, Minerals, and Science and Technology, requires coverage of all areas during monitoring. A Tourism Development Expert is required to monitor this programme.
In undertaking its work, the Unit works closely with sector ministry officials; as well as those from local governments. The Tourism Expert will be hired to contribute to the overall work/tasks of the BMAU and the Ministry of Finance, Planning and Economic Developement as a whole.
Specific Duties
• Prepare Annual and Semi-Annual
• budget monitoring reports for the Tourism programme.
• Participate in Tourism programme reviews. 3) Participate in the production of key policy and budgeting monitoring documents in the ministry.
• Prepare Annual and Semi-Annual performance assessment reports for Tourism projects.
• analysis in Tourism development; and produce discussion papers that advise on key policy issues in Uganda.
• Participate in project reviews, under the UGANDA Development sub-Committees.
• Identify topics requiring own and commissioned research, policy and budget
• Quide the work of attached Research Assistant(s)
• Carry out any other duties assigned by the Head of the Unit
Qualifications
• Have a Masters Degree in Tourism- related fields (study include tourism management, marketing, operations, finance, customer service, communication, intercultural skills, and international hospitality).
• Have at least 5 years working experience in the Tourism industry, with an in-depth understanding of the country's potential. Have training in Monitoring and Evaluation Have excellent communication and interpersonal skills
• Excellent analytical skills
• Having knowledge of government systems is desirable
• Have ability to work alone without constant supervision.
