GENERAL PROCUREMENT NOTICE
The Government of Uganda through Ministry of Agriculture, Animal Industry and Fisheries (MAAIF), has received financing in the amount of USD. 350 Million from the World Bank towards implementing the Uganda Climate Smart Agricultural Transformation Project (UCSATP), and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project will be jointly financed by the Government of Uganda.
The project development objective is to Increase productivity. market access and resilience of select-value chains in the Project Area and to respond promptly and effectively to an eligible crisis or emergency.

The project will include the following components:
• Component 1: Strengthening Climate Smart Agricultural Research, Seed, and Agro-Climatic Information Systems, 2.
Component 2: Promoting Adoption of Climate Smart Agriculture Technologies and Practices,

• Component 3: Market Development and Linkages for Selected Value Chains
• Component 4: Contingency Emergency Response Component
• Component 5: Project Management, Coordination, and Implementation.

Procurement of the goods, works, non-consulting services and consulting services under this project include, inter alia: Goods, works, non-consulting services:
• Procurement of specialized sets of Heavy Earth moving equipment including Amphibious multipurpose dredgers for flood control, assorted tractors with implements, single axle tractors, mobile artificial reproductive technology laboratories, specialized transportation for Fish and Milk products, fibre glass boats and outboard engines & Gears, specialized ground transport equipment and Motor vehicles.
• Construction, upgrading and equipping of National and Public Agricultural Research Institutes (PARIS) infrastructure for technology multiplication and regional laboratories for Crop, Livestock and Fisheries.
• Construction and rehabilitation of farm to market access choke points/trouble spots on farm and community roads including swamps and bridges.
• Construction, rehabilitation and expansion of water facilities for Agricultural production for Livestock, Crop and Fisheries in different districts.
• Consultancy services to strengthen refugee farmer groups and to manage savings and revolving fund schemes, relations between farmer institutions in refugee settlements and in host communities and institutional capacity of Producer Organisations for demand articulation, business planning, and market access and business development.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Procurement Regulations for IPF Borrowers (September 2023) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available, in UN Development Business online, on the World Bank's external website and on www.agriculture.go.ug
Prequalification/Initial selection of contractors will not be applicable for these contracts.
