JOB DETAILS:
To establish, implement and enforce a robust risk management framework and systems (policies, processes and tools) in line with the Bank of Uganda requirements on Risk Management.
• To champion the implementation of a framework that best serves the businesses of the Bank.
• To forge partnerships with the Business Unit Heads in order to achieve the bank-wide risk agenda.
• To provide overall coverage for the Uganda credit portfolio.
• Regional Role
• Analyze, structure and execute large and complex credits; undertake annual credit reviews of the same.
• Manage a portfolio of credits within our client base according to laid out portfolio parameters.
• Promote the development of good client relationships in line with our portfolio strategy and norms.
• Provide Independent Risk support to Product and Relationship partners in the ICG through the provision of an efficient and effective credit process; advice on origination and structuring of credits; and guidance on industry and geographic related trends and developments.
• Provide risk guidance and coaching to younger members of the Regional Credit team

Responsibilities
• Developing and implementing Risk Management strategies and disseminating appropriate risk management practices for the Bank.
• Supporting the board in its development of the bank’s risk appetite and risk appetite statement and for translating the risk appetite into a risk limits structure.
• Together with management, setting risk measures and limits for the various business lines and monitoring their performance relative to risk-taking and limit adherence.
• Managing and participating in key decision-making processes (e.g. strategic planning, capital and liquidity planning, new products and services, compensation design and operation).
• Ensure the Risk Appetite, Material Risk Assessment and Stress Testing requirements of the Uganda ICAAP meet the regulator’s expectations.
• Participate in BRCC (Business Risk, Compliance, and Control Committee) as per governance policy guidelines and perform risk reporting to the Management and Board Risk Committees.
• Overseeing and enforcing risk management policies and limits to close any gaps in risk management capabilities.
• Ensuring Compliance with Statutory requirements and playing a key influential role towards the formulation of industry standards in line with Regulatory Authorities.
• Ensure effective and timely administration of the Manager’s Control Assessment (MCA) process for Regional Credit.
• Provide an independent view of proposed business plans and transactions and implement effective and appropriate risk reporting to the Management and Board Risk Committees on the same and ensure risk decisions are in line with the board-approved risk strategies, policies as well as risk tolerance/appetite levels.
• Provide specific country insights as required and monitoring the risk exposures.
• Partner with relevant business and control groups to ensure their ‘best practices’ conform to country's operating standards and/or regulatory requirements. Provide input into Compliance Control Matrix in this regard.
• Monitor changes in the environment, in Citi’s strategy and in our operational and technology capabilities proactively and oversee appropriate modifications to the control environment that arise from those changes.
• Liaising with the business to ensure that all aspects pertaining to Credit risk is sufficiently covered.
• Preparing submissions / presentations to the Central Bank pertaining to Risk Management.
• Preparing reports for the local Boards and subcommittees
• Interaction (pre fieldwork, fieldwork and business monitoring) with the IA staff.
• Partnering with CSIS on investigations and proactive reviews.

Regional Responsibilities
• Working closely with Product & Relationship Managers from the start of a transaction / annual review
• Conducting extensive due diligence and financial analysis on assigned credits; establishing risk acceptance criteria
• Preparing credit memos, GL memos & RT placemats as a basis for discussion and approval; highlight and discuss all risks
• Presenting proposals to and seeking approval of Senior Credit Officers on credit risk requests
• Assisting Product & Relationship Managers in closing transactions / completing annual reviews on time
• Making credit calls on portfolio of clients in order to better assess obligor and industry risks; foster relationships
• Identifying and analysing situations that create risk and legal liability for Citi, utilizing various resources such as credit reports, score cards, risk systems, and knowledge of the elements of Risk
• Monitoring booked exposures, ensuring each perform as expected; highlighting and managing abnormal ones and breaches in portfolio caps
• Performing comparative analysis (asset quality, risk ratings, returns) and anticipating potential credit deterioration
• Elevating potential problems early to Senior Credit Officers, working on remedial management of same
• Maintaining and developing own knowledge and understanding of Citi credit policies and procedures
• Working closely with Credit Risk Management Services in the monitoring and management of the portfolio
• Maintaining sound understanding of different markets, products, strategies, tools and associated risks
• Seeking product and specialist advice and approvals if needed; calling on clients together; ensuring all appropriate approvals in place
• Managing deteriorating credits (including preparation of classified reports and setting of triggers and action plans)
• Using various systems, resources and tools, perform portfolio management tasks including portfolio reporting, rapid portfolio reviews, stress tests and regulatory reporting
• Acting as a mentor and coach for more junior Regional Credit staff and other ICG business partners in matters of Risk
• Managing change – identifying new/best practices – implementing such changes, working as a team
• From time to time, undertaking certain ad hoc projects; participating in Fundamental Credit Reviews and Line Reviews; providing training on Risk topics to colleagues

Knowledge/Experience:
• Minimum of 7 years of experience in Banking with at least 3 of these being in a risk/control management role.
• Strong knowledge of risk management.
• Familiarity with corporate and investment banking.
• Strong experience in operational / product control.
• Proven experience with a background in Risk, Compliance or Controls, preferably gained in an international financial institution
• A thorough knowledge of multiple control environments

Qualifications:
• Undergraduate degree.

• Additional Risk training/qualification an advantage.

• In depth knowledge of Risks, Controls and processes in financial industry.
• Excellent interpersonal and influencing skills in order to effectively communicate and work cordially with all stakeholders who impact performance.
