The WHO's mandate seeks and includes working worldwide to promote health, keeping the world safe, and serve the vulnerable. It advocates that a billion more people should have: universal health care coverage, engagement with the monitoring of public health risks, coordinating responses to health emergencies, and promoting health and well-being. It provides technical assistance to countries, sets international health standards, and collects data on global health issues.

Context
On 19th Sept 2022, Ministry of Health confirmed a positive Ebola Viral Disease (Ebola Sudan Variant) case following RT – PCR tests at the Uganda Virus Research Institute. This outbreak originated from Mubende district in Central Uganda and was officially declared by the Uganda Ministry of Health on 20th September 2022. As part of the response to the outbreak, the ministry of health has constituted a national taskforce with the activation of different pillar as part of the taskforce. As of 13th November 2022, there were 141 SDVD confirmed cases and 55 deaths across 09 districts. The ongoing increase in the number of patients admitted (both confirmed cases and suspects) requires care planning and coordination. The assignment is intended to support the WHO Ebola response to contain the outbreak and to provide effective relief and recovery to affected populations.

Task description
Working in collaboration with the Case management pillar lead and team at the country office to accomplish the following tasks:
• To support clinical management, including participating in direct nursing care of suspected and confirmed SVD cases while observing effective IPC measures.
• Ensure proper storage and usage of supplies and drugs in the SVD Treatment center (ETU).
• Ensure proper disposal of medical waste in the ETU.
• To develop and implement drills on specific skills that enhance the capabilities of the health workers at the COVID-19 treatment centres.
• To support health facilities in upgrading standards and practice of IPC in the treatment centres
• To support monitoring of the health of health workers working in ETU treatment centres and districts in line with WHO and MOH guidance.
• To assist the focal team in the Ministry of Health with the design and implementation of monitoring and evaluation assessments of the implementation of the SVD treatment protocol.
• To participate in the nursing care of patients admitted to treatment center to which he or she has been posted in the different sites in the country.
• To undertake any other related responsibilities as assigned by the WHO Representative or Team Leader.

Key Deliverables:
• Number of call days participated in as part of the ETU case management team.
• A daily update of case management situation report prepared and submitted to the WHO country office.
• Record of daily monitoring of health workers in place in the different ETUs.
• Number of health workers trained in Case management support with participation of UNV deployed to the surrounding districts.
• A system for monitoring health workers infection set up with 2 weekly reports submitted to the WHO Country office. 6. Record of all reports written and submitted to the country.

Eligibility criteria

Nationality
Candidate must be a national or legal resident of the country of assignment. Required experience
3 years of experience in EVD case management/IPC or other Infectious with significant exposures to EVD and other Infectious Disease outbreak situations, including leading a case management team. Prior humanitarian working experience at field level, with WHO, other UN agency or with an international Non-Governmental Organization. Must be registered with Uganda Nurses and Midwives Council.

Required education level
Technical/vocational diploma in Nursing or its equivalent from a recognized University/Institution. Additional hands-on training in critical care / intensive care nursing is an additional advantage. Training in the clinical management of Viral Haemorrhagic Fever and related infection prevention practices is a plus but NOT a must.

Other information
Living conditions and remarks
Uganda is a peaceful country, although everyone is advised to be security conscious. The duty station presents relatively good living conditions with adequate housing facilities (houses and apartments) readily available to rent, and with most of the economic and social amenities also available at affordable cost.
