Commissioning Hse Coordinator
Roles and Responsibilities
• Develop, monitor, evaluate and report the effectiveness of the Company’s Health, Safety, and Environmental management system and lead improvements to integrate enhancements into the Company’s operations
• Supports the EACOP Commissioning team with HSE needs post Mechanical Completion. Their scope includes the generation of safety procedures in the support of Pre-commissioning, Commissioning, and support to Start-up activities, as well as providing field personnel training for the execution phase of Post Mechanical Completions activities.
• Audit safety practices and facilitate critical task analysis for commissioning activities.
• Ensure that Operations comply with all company relevant Health, safety and environmental management policies, procedures, and controls across all operations and support functions and all projects, to guarantee employee safety, health, legislative compliance, delivery of high-quality products/services and a responsible environmental attitude.
• Development and implementation of HSE Risk Assessments, studies and deploy corrective measures to minimize hazard risk profile.
• Participate in Toolbox talks.
• Handle industrial hygiene, equipment protection, machine guarding and other health and safety programs.
• Inspect and manage environmental protection in field and operation, and liaise with Company HSE department, and support their supervision.
• Execute environmental management processes such as chemicals and waste management and pollution prevention.
• Maintain schedule / list of PPE Stock, Firefighting equipment and their maintenance,
• Ensures that the project’s Contractor produced HSE Plan is developed and delivered in accordance with the company Guidelines, International Standards and project design specifications.
• Compilation of HSE Statistics, Preparation and Presentation of HSE Reports (Daily, Weekly and Monthly)
• Coordination of emergency response exercises including well control, H2S, fire, muster, rescue-at-height, confined space, and spill drills.
• Achieve health, safety, and environment management excellence.
• Provide support to the Emergency Response Team (ERT) in the event of an incident with well implications
• Investigate incidents, determine root cause, and develop corrective actions.
• Other duties assigned by superior.
Qualifications and Experience
• An engineering degree (Mechanical, chemical, process)/Environmental related or a diploma or equivalent qualification/certification in HSE is an essential or related professional experience in the field
• A strong specific background in Petrochemicals/Oil & Gas and pipelines environment, with a minimum of 10 years of Safety-related experience.
• Experience in conducting and managing risk management processes and HSE assessment.
• Thorough understanding of the safety risks and associated mitigation
• A fluent understanding of LOTO (Lockout/tagout) process and strong field experience and understanding in implementing system and sub-system isolation procedure. The application of the Permit to Work process.
• Strong IT software skills.
• Strength of character to build relationships required for an integrated Commissioning Team.
• Knowledge of QHSE system development and review.
• Knowledge of Chinese and international QHSE laws, regulations, and criteria.
• Conversant with Local, National & International HSE Regulations, Codes & Standards in oil and gas operations.
