JOB DETAILS:
Partners for Children World Wide (PICW) is a nongovernmental organization operating in the districts of: Soroti, Serere, Amuria, Katakwi, Kabelebyong and Kaberamaido supporting communities to address the plight of Deprived. Excluded and Vulnerable children in the operational area PicW's thematic program interventions are Health care and support, Youth empowerment, Child Sponsorship. Basic Education, household economic empowerment, Early Childhood Development, and child protection. To deliver programs that transforms the lives of children in the supported communities, PICW seeks to recruit a suitably qualified, self-motivated, and hardworking person in the position below

Job Title: Community Development Facilitator (Cdf) - 2 Positions.
Reporting to: Program Officer (PO) with a dotted line to Community Chairperson Responsible for Community Development Assistant, Guard and Community Mobilizer(s)
Duty Station: Aakum Community Office - Katakwi districts/ Kidetok Community - Serere District. (May be transferred to other field offices as per PICW HR policy)

Job Summary:

To plan, administer, coordinate, and monitor all community level sponsorship and program activities, in line with the set performance targets and Job description

Duties & Responsibilities:
Sponsorship Management

• Conducts home visits to provide support and guidance, on issues related to child welfare and Household economic empowerment.
• Facilitate Sponsorship and safety net awareness in the Communities
• Work with Community Volunteers and POS to ensure that enrolled children and families participate and benefit from the sectoral programs and projects.
• Support the design of Community growth plan, enrollment process of children and monitoring availability of the children.
• Ensures sponsorship work is carried out in a timely and professional manner and in accordance with PfCW and ChildFund International policy.
• Facilitate timely child correspondences, delivery, and response to Sponsor queries
• Ensures that Community Volunteers (including CYEC and PEC) are trained and fully understand internal operational policies and procedures
• A good understanding, appreciation, and adherence to child protection issues/policies
• Knowledge and skills in engaging children and youth in activities that promotes their development.
• Coordinate sponsor visits and provide all necessary information required for a successful visit Program management and development
• Work with program officers, Partners, and community leadership to ensure quality service delivery to the beneficiaries.

• Carry out needs assessment and communicate any development initiatives to the Area
• Mentor Community Volunteers and Sectoral Committees to effectively monitor implementation of Programs and Projects ,
• Ensuring that Parents, Community members, Children and Youths actively participate in project review and planning meetings.
• Visiting families and communities with unique experiences/problems and jointly working with them to find lasting solutions.

Capacity Building and Development

• Identify capacity gaps among volunteers, PEC and CYEC and ensure such gaps are plugged in through training, coaching and mentorship
• Organizing and supporting community periodic committee elections.
• Maintain local leadership participation in project activities.
• Mentor volunteers and interns

Resource mobilization and management
• Identify funding opportunities and participate in developing project concepts for possible funding
• Work with community leadership to mobilize local resources
• Provide accountability for resources (In-kind and cash) to PEC, CYEC and general Assembly

Representation, Networking, and Advocacy
• Monitor and report any child abuse/emergencies to relevant Authorities and networks.
• Liaising with institutions in the Community, local government departments and structures in planning and implementation of programs that benefit vulnerable children in the Community
• Facilitate effective representation of interests of children and youth among the partners and Network's stakeholders and the Community.
• Always uphold the brands of Picw and donors such as ChildFund
• Ensure that you identify advocacy issues and support the community advocacy initiatives Choose between this and bulletin 3 Initiate healthy networks that benefit Picw and the community office.

Process Monitoring and Documentation
• Facilitate PEC and CYEC to design Community Monitoring Plans (CMPs) and Community Action Plans (CAPs) for projects and programs at the Community.
• Holding routine Community meetings to give feedback on the programs and projects in the Community Maintain up-to-date children's information, and folders.
• Prepare timely quality and regular monthly quarterly, annual, and other reports.
• Designing Child correspondence quality tracking system and monitoring effective use.
• Responsible for effective disbursement and monitoring use of Designated Fund Certificate (DFC) and other gifts to children.
• Documenting best practices and case studies on monthly basis.
• Conduct Children assessment on continuous basis, submit reports and follow up on action points.

Qualfications, Experience & Competencies:
Qualification: A Diploma or Degree in Education, Development
Studies, Social Work and Social Administration, Community Based Rehabilitation, Community Psychology, Adult and Community Education or related field.

Experience:
• At least two years of post-graduation work experience in community development projects.
• Demonstrated ability in organizing and facilitating community groups.
• Demonstrated experience in human relations.
• Experience in Participatory community development approaches; mobilization and capacity building
• Knowledge of government strategies & policies on OVC, UN convention on the Rights of a Child.
• Possess well-developed networking abilities, and be able to interact well with children, adult communities, and staff.
• Experience in using computer applications (word processing, excel, internet)
• Having experience in community development projects with a Child focused Non-Governmental Organization will be an added advantage.

Competencies:
• Practical knowledge in project planning and management.
• Dynamic and result oriented.
• Proficiency of the local language (Iteso/ Kumam) of the area is a must Leadership and organization skills
• Demonstrated report writing skills Ability to ride a motorcycle and possession of a valid class "A" riders' license is a MUST.
