Our Client, Mengo Hospital is a private not for profit health institution. (PNFP) incorporated in Uganda. It is a missionary Hospital and the pioneer hospital in Uganda and East Africa at large. It is firmly established that Mengo Hospital is owned by the Church of Uganda, has its Patron as the sitting Archbishop of the Province of the Church of Uganda and has all the sitting Bishops of the Church of Uganda as Trustees. Its governing body is the Board of Governors supported by the Hospital Management Team (HMT). It is currently based in Kampala, Uganda, and to be the Centre of Excellence for quality, holistic health care, medical education, and research.
Following a recent corporate re-structure, a new position of Deputy Medical Director- Administration, has been created. True North Consult Ltd is now supporting the hospital to recruit its maiden Deputy who will be responsible for supporting the Medical Director in the development and execution of Mengo Hospital strategy by providing strategic and operational oversight in the areas of Hospital Administration specifically in Risk/Compliance, Hospital Records, Hospital Projects, Operation processes, ICT and Procurement.

Position Description

• Hospital Administrator • Procurement, Transport/fleet, Biomedical Engineering, ICT, records, development projects and the coordination of Quality Assurance and Customer care within Mengo Hospital

Stakeholders
Internal stakeholders: External stakeholders:
• Medical Director-Hospital strategy direction, delegation, reporting and implementation
• Hospital Management Team – effective supervision, accountability and policy implementation.
• All staff (Medical & non-medical) upholding Hospital’s values and Culture
• Board of Governors – Board reporting on quarterly basis • Shareholders/investors/founders – Shareholder support and updates/Annual General meeting;
• External auditors – statutory accounts.
• Ministry of Health/Education– regulatory compliance;
• Vendors (Consultants, suppliers/contractors and other service providers): Service level agreements and cost management.

Job Purpose
Responsible for supporting the Medical Director in the development and execution of Mengo Hospital strategy by providing strategic and operational oversight in the areas of Hospital Administration specifically in Risk/Compliance, Hospital Records, Hospital Projects, Operation processes, ICT and Procurement in line with the institution’s corporate and Governance structure as well as annual operating plans. The position also relates to the development/review and approval of guidelines/policies as well as overseeing Hospital’s continued growth and development as a competitive Health service, a nursing and other Health professionals training provider within risk, compliance, and statutory perspectives.

Roles and Responsibilities
Responsibilities /Key Deliverables
• Departmental strategy: Responsible for leading the process of strategy formulation especially on the administrative front: by planning, forecasting, preparation and approval of departmental business plans ad budgets in line with agreed direction for Mengo Hospital
• Reviews, Approves & aligns departmental structure, policies and procedures and establishes clear reporting relationships and communication that will support and drive a culture of competitiveness in Health service provision, Nursing and other Health professionals training provision in compliance to risk and statutory perspectives.
• Stakeholder Management: Responsible for the development/review and monitoring of Mengo Hospital’s cost containment strategies that aim to mitigate financial loss thereby driving growth, development and sustainability through sound collaboration, relationship and rapport with wider stakeholders (i.e. funders, partners, Associates, regulatory, consultants and other service providers) at all times.
• Reporting: Provides timely and accurate strategic and management information/reports about the Hospital’s administrative accountabilities such as budget performance, employee productivity, Hospital costs and controls to all stakeholders including the Medical Director/Board and Auditors in accordance with regulatory and statutory requirements.
• Talent development: Builds a strong and effective departmental team through supporting the development and implementation of effective, sound people management policies and procedures that aim to attract and retain staff so as to drive growth, contain costs and development of Mengo Hospital as an institution.
• Business Process Efficiency: Regularly reviews Hospital process effectiveness and efficiency, and provides feedback and recommendations to Management on a regular basis. Sets financial, service and operational performance targets for all key operating units and supports them in the implementation process.
• Regulatory and compliance management: Works with both Ministry of Health & Education as well as the HMT team to ensure open, transparent and proactive dialogue with regulators and ensures response to letters and commentaries from regulators on regulatory assessments, findings, fines and queries as may arise against the institution are effectively done. Also ensures that all departmental staff adhere to both professional & ethical practices and conduct as set out in hospital SOPs.
• Budget/Cost Management: Works closely with the Finance Manager and wider stakeholders to develop hospital annual budgets, seek for approval, compiles risk analyses on potential Hospital investments, and advises HMT with regard to investment risk and return to enhance sustainability for Mengo Hospital.
• Succession Planning: Assumes the Medical Director mandate in the event of absence or as may be delegated by Medical Director or Board from time to time on all institution’s Executive matters.
• Team Leadership/Supervision: Takes full responsibility for performance management of all direct reports, focusing on all aspects of sound people management e.g. Recruitment, Development, Performance Management, Remuneration and Rewards, Career path planning, On-the-job training, coaching & mentoring and Employee engagement etc.

• Knowledge of Hospital operations and Mengo’s product & service offering is essential

Person Specification
Education & Training
• Minimum of bachelor’s degree either in Medicine or other health sciences OR in a relevant business or Management-related course, OR in Public Administration or Management.
• A Master’s degree in business administration/ or Management or Hospital Management is a must.

Experience
• At A minimum of 5 years working experience in administrative or Management position at senior management level in a reputable institution.
• Experience working in an appropriate healthcare Institution is an added advantage
