JOB DETAILS:
Minimum Qualification
Applicants should be Ugandans holding an Honours Bachelor’s Degree in either Transport or Logistics Management; or Transport Engineering; or Transport Planning plus a Master’s Degree in any of the above fields from a recognized University / Institution. Applicants should be registered with the relevant professional body
Working Experience
Applicants should have a minimum of nine (9) years working experience, three (3) of which should have been gained at Assistant Commissioner or Head of Department level in Government or from a reputable organization.
Duties
The incumbent will be responsible to the Director Engineering and Technical Services for performing the following duties:-
• Developing and monitoring the implementation of roads, walkways, flyovers, traffic signal junctions, major interchanges and bridges construction in line with the maintenance policies and procedures;
• Planning, coordinating and monitoring the operation of the Greater Kampala Master Plan (GKMA) Traffic Management Center including the development and implementation of coordinated signal timing plans;
• Developing, reviewing, monitoring and implementing Transport policies, road strategies for enhanced traffic flow and road safety and general guidelines;
• Preparing detailed plans, designing calculations, and recommendations for completeness, and conformity to engineering practices and standards;
• Designing and preparing preliminary and final plans for traffic control devices including facilities for pedestrians and intelligent transportation systems (ITS);
• Reviewing the impact of proposed major developments and negotiating appropriate contributions to transport infrastructure;
• Developing and Monitoring integrated multi-modal transport networks and their impacts on society;
• Coordinating the development and implementation of departmental operational plans in accordance with the city transport strategic plans, policies and Procedures;
• Managing the performance of staff under direct supervision in accordance with the Performance Management guidelines;
• Any other duties as may be assigned from time to time.
