About the Role
The Field Manager, Community Engagement ( FM CE) is a member of the Recipient Safeguarding and Advocacy team. Their role is to ensure eligible recipients and the community they live in are safeguarded, their rights are protected, their choices are respected, and that they have the necessary support mechanisms to fully realize the impact of the transfers they receive from GiveDirectly. The FM CE will invest the majority of their time doing community outreach and engagement to understand how our program is being received in the community, and identifying any issues for our recipients. They will be responsible for field risk assessment, community mobilization and sensitization,risk reporting and recipient protection.
For remote projects the FM CE will support GiveDirectly’s efforts towards improving our remote-first programs to ensure that our target communities understand key messages we want to communicate to them, including program goals, how eligibility is determined, how to enroll, how to protect themselves from risks, and how to report incidents.
This role will require sharp judgment on operational issues and challenges, strong communication and interpersonal skills, and a strong commitment to GiveDirectly’s values, mission and model.

Duties and Responsibilities
• Serve as the point of contact for all recipient [and staff] safeguarding issues as a “Safeguarding Focal Point”. The FM CE will advise on program design, directly follow up with recipients, and provide guidance to other GD staff to ensure all aspects of our program are respectful, dignifying and reflective of GDs commitments to “Recipients First.”
• Help to develop the community engagement strategies for the Country Programs including community scoping and risk sensing tools
• Deliver safeguarding training to all staff twice per year; document staff concerns and tracking risks raised during such training.
• Lead focus group discussions and other community conversation to help understand community risks (include recipient inclusion/exclusion errors, community tensions or conflicts, adverse events, sexual harassment, or concerns with local leaders), and collaboration opportunities. The FM CE will also train other team members on effective FGD moderation as is necessary for program success
• Lead community scoping assessments in advance of new program launches to help us fully understand the needs of the communities we serve.
• Conduct in-depth investigations on different cases as assigned by your manager and propose adequate recommendations for conclusion. Cases could involve fraud, request for bribes, thefts, sexual harassment, presence of impostors, etc.
• As a de-anonymized member of the RA team, the FM CE will collaborate with country Ops teams to identify and resolve risks that don’t have to wait for field investigations and represent the SM/PM in disciplinary hearings as called upon by the manager
• Other duties as assigned by manager

Success indicators for the role:
• The broader recipients advocacy and country team are aware of risks inherent in target communities and mitigants incorporated in program delivery designs
• The country has a robust recipient advisory group that GD can convene on short notice program input and feedback
• All country staff are trained on safeguarding; safeguarding cases involving staff are kept at a minimum; and safeguarding reporting increased at country office
• Recipients experiencing severe safeguarding risks are referred for specialist care and response as stipulated in the country referral pathway
• Community reports and recipient feedback inform program improvements at country and global level
• Community engagement recognized as a priority area for country programming and is well staffed as a result of successes listed above

Required qualifications:
• 2+ years working with vulnerable communities
• Strong interpersonal skills and the ability to show respect and openness toward someone whose social and cultural background is different from one’s own. The FM CE will be the face of our program for recipients and will need to approach all communications and interactions with an eye toward delivering the best possible experience for recipients.
• Great communication skills – FM CE will need to talk to recipients and other members of the community about potentially challenging or sensitive subjects. The FM will need to be able to enter the community, identify who to talk to, and be comfortable leading one-on-one conversations.
• Empathy, honesty, and the highest standards of integrity. High emotional intelligence and interpersonal skills, especially with talking to people living in vulnerable communities
• Excellent critical thinking and decision making skills. Strong ability to show good judgment when resolving complex problems
• Technological literacy – FM will be required to use a smartphone, tablet, or computer to accurately record recipient details in survey forms and databases.
• Strong interest in advancing the distinctive values and mission of GiveDirectly
