Job Description (Roles and Responsibilities) 

The Corporate Services Team in Kampala is responsible for delivering Corporate Services to both UK Based diplomatic staff and country-based staff in Uganda.

This position will report directly into the Deputy Head of Mission initially then to the Deputy Head of Corporate Services. The job holder will be managing and guiding the HR of the British High Commission, including overseeing processes and policies to make sure they are fair for all employees, and managing other employees within the Corporate Services Team. The HR officer is responsible for ensuring the employees of our organisation have a conducive and productive workplace where everyone works to realize our established mission and objectives. Promoting corporate values (Respect, Kindness, Fairness and Trust) and shaping a positive culture is a vital aspect of this position.

Main Duties and Responsibilities:

  • The below roles and responsibilities are general guidelines. They are not limited to the detail below and are subject to change from time to time with prior consultation.
  • Develop and monitor overall FCDO HR strategies, systems, and procedures across the organization through engagement with the UK HR Direct team, HR Hub in Pretoria and the relevant HMG policy teams.
  • Nurture a positive working environment within the organisation and support the various networks and initiatives, i.e. Country Bases Staff Committee, People Committee, L&D Committee, Performance & Recognition Committee and the Social and Wellbeing Committee
  • Oversee and manage the performance appraisal process (and promote initiatives to drive high performance throughout the organisation with support from the Performance & Recognition Committee.
  • Assist the L&D Committee to assess training needs throughout the mission and cultivate training initiatives such as good line management training programs, study grants, etc.
  • Ensure legal, procedural and audit compliance in collaboration with the Fraud Liaison Officer, Head of Corporate Services and Deputy High Commissioner, including taking actions identified in the 2025 BHC Kampala audit.
  • Bridge management and employee relations by consistently underlining the process to report BHD, addressing grievances or other issues in a confidential and constructive manner, providing guidance to the BHC Network of Fairness Champions and SEAH Champions.
  • Assisting with recruiting and staffing, such as sitting in on interviews and assisting to write job descriptions to attract quality candidates and acting as liaison with the HR Hub in Pretoria.
  • Developing and implementing new processes to help the organisation offer a better workplace for staff.
  • Working with the HR Hub in Pretoria to ensure employee discipline by following FCDO policies and processes
  • Managing and driving the orientation process of all new started (UKB and CBS) and all other aspects of new employee on boarding.
  • Maintain the work structure by updating job requirements and job descriptions for all positions throughout the organisation.
  • Support organization staff by conducting and analysing exit interviews and recommending changes.
  • Manage a pay plan for all HMG partners on the platform by preparing pay budgets and forecasts; approving standardised LOA’s and RA’s and obtaining further approval for bespoke business cases, review and approving the payroll for BHC Kampala.
  • Implement management guidelines by preparing, updating, and recommending human resource policies and procedures, including the review of CBS terms and conditions of employment
  • Retains historical human resource records by designing a filing and retrieval system and keeping past and current records in accordance with the UK Data Protection Act of 2018
  • Cultivates professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies
  • Contract management in accordance with the FCDO Procurement guidelines of various HR supplier and solutions, including relations with Local Authorities, Provident Fund Provider, Medical Aid and Industrial Relation contracts
  • Manage the day-to-day contract administration tasks of the CBS medical scheme in liaison with the Procurement Officer.
  • Process HR related payments like CBS payroll, school fees for UKB children, L+D etc. following the set processes in a timely manner.
  • Line manager of one AO officer. Tasks include full responsibility for performance management, leading on tasking and resourcing and ensuring sufficient cover throughout the year. (E.g. Performance Reviews, training, leave planning, etc.)

Essential qualifications, skills and experience 

  • A diploma/qualification in HR/Admin
  • Effective written and oral communication skills.
  • Ability to maintain a high degree of confidentiality.
  • Good interpersonal skills
  • Excellent organisational skills and the ability to prioritize work
