JOB DETAILS:
The International Committee of the Red Cross (ICRC), an impartial, neutral and independent humanitarian organisation. Having its headquarters in Geneva, Switzerland, the ICRC is given its mandate by the Geneva Conventions to protect victims of international and internal armed conflicts. We are looking for enthusiastic and motivated persons for the below positions:

Position: Head of Sub-Structure Duty Station: Yumbe Reports to: Head of Operations Duration: 1 year, renewable
Purpose The Head of Sub-structure manages the ICRC sub structure in Yumbe and its operations in accordance with the strategies, objectives, programs and action plans, defined by the Kampala Regional Delegation it reports to

Main Responsibilities Operations (50%)
• Analyses humanitarian, political and security environment in order to identify humanitarian needs and prioritizes the response in the area under responsibility.
• Contributes to the elaboration of the substructure's strategies and objectives and ensures the implementation and follow up of related programs, in coordination with Movement partners, other humanitarian actors and relevant stakeholders.
• Ensures the implementation of the Restoring Family Links (RFL) guidelines, working procedures established by the Regional delegation and contributes to their revision arrangements, visas and permits, official registration and accommodation.
• Ensures the implementation of the Restoring Family Links (RFL) guidelines, working procedures established by the Regional delegation and contributes to their revision.
• In line with the strategy defined by the Regional delegation, ensures the implementation of all RFL and Child Protection activities under area of responsibility in West Nile (contact tracing by phone, distribution of Red Cross Messages, tracing requests and photo-tracing for refugees hosted in the relevant settlements and transit/ reception centres, registration and follow-up of Un Accompanied Minors, identification, referral and follow up of non-RFL related child protection cases)
• Works closely with the Deputy Protection Coordinator for RFL to ensure country coherence in the implementation of the RFL programme as well as in the relationship with Uganda Red Cross Society (URCS).

• On the basis of regular reviews of RFL needs, proposes amendments/revision of the guidelines and contributes to the planning and enhancement of operational strategies, methods, set-up and partnership with the URCS.
• Collects and analyses information on the context, including refugee population movements and protection needs.
• Monitors the risks and occurrence of emergency situations involving family separation, contributes to the Delegation's contingency planning and organising appropriate humanitarian response
• Contributes to internal reporting for all RFL related matters.
• In coordination with Deputy Protection Coordinator RFL, interacts with and participates in the regional ICRC/National Society RFL working groups to ensure a coherent RFL response across national borders.
• Maintains and widens a network of partners who are relevant for the RFL activities, specifically in the field of Child Protection.
• Supports and facilitates the implementation of the ICRC/URCS joint RFL program
