JOB DETAILS:
OVERVIEW

ROLE PURPOSE
The MEAL Coordinator will provide oversight for Maternal and Newborn Health project MEAL function including; putting in place and ensuring project uses basic M&E tools to adequately plan, monitor and report in a timely manner on activity implementation; outputs and outcomes; in collaboration with the National MEAL Manager and Head of MEAL and project team ensure project has information brief; regular sharing of project updates with stakeholders; a mechanism for collecting, tracking and responding to feedback and complaints from project partners and stakeholders; in collaboration with project manager, Head of Health & Nutrition ensure project has and uses quality benchmarks in implementation of project activities.

THE ROLE
Key areas of accountability include:
Program Support:
In close collaboration with the Project Manager functionalize plan including setting up of mechanisms to monitor and document the progress of implementation of project activities:
• Provide technical guidance and lead capacity building of project staff and implementing partners on implementation of MEAL within the project.
• Take lead on project monitoring and periodic report generation for the project to ensure information reporting systems fulfill needs of Save the Children, communities, host government, donors and other stakeholders, and are in line with MEAL standards and integrating Child Rights.
• Work closely with MEAL country office team to support the implementation of outcome indicator monitoring, including counting the number of children reached in the project area.
• Develop systems and processes for the implementation of the MEAL framework and practices within the project and support efforts for the same in the regional office.
• Participate/coordinate the Design of quantitative and qualitative participatory project evaluations (baseline, annual and final evaluations), assessments, reviews and other special studies.
• Work closely with Project Manager to ensure that indicators of performance are regularly tracked and that activities implemented are well aligned with the indicators.
• Facilitating documentation of lessons learnt from monitoring and evaluation and ensuring that the lessons learnt are utilized to inform programming and advocacy.
• Working with data management SOPs, ensure setting up and regular use and updating of the project management information systems.
• Leading implementation research, collaborative learning and dissemination of project knowledge management products.

Partnership
• The MEAL Coordinator will be responsible for developing/sharing of tools and providing training for MEAL implementation to project partners.
• In collaboration with partnership advisor and regional MEAL manager provide routine periodic monitoring and support to ensure effective implementation of MEAL according to SCI standards and donor requirements.
• Manage project associated consultancies to deliver quality evaluations and or assessments.

Planning, Budgeting and Reporting
• In collaboration and consultation with Project manager take lead on drafting annual and quarterly project plans.
• Take lead on preparation of quarterly programmatic reports and ensure timely, accurate and comprehensive reporting on project progress.

Communication and Networking
• Create and sustain positive working relationships internally with other technical staff; externally with the district local government and CSO partners, and other stakeholders, and also maintain an up to date understanding of key development trends in the project area.
• Ensure coordination with the government activities and structures in the implementation of the Saving Women and Preterm Babies Project.

To be a strong supporter and advocate for children in this role you will need to have:
• A minimum of a degree in Statistics, Public Health, Social Sciences or related field from a recognized institution.
• Additional training and experience in biostatistics or monitoring and evaluation, HMIS, GIS and DHIS2, and mobile data collection apps including Kobo, Survey CTO, etc. is an added advantage.
• A minimum of five years monitoring and evaluation working experience in a health-related programming in Uganda (preferably with an International or national NGO).
• Experience of working with District Local Government on health programs particularly on Maternal, Newborn Health with a focus improving reporting for HMIS using DHIS2.
• Knowledge and use of various survey methods for monitoring of district health and livelihood programs.
• Training and mentorship of District level partners and or health workers in clinical data collection management and reporting.
• Computer literacy, particularly in Word, Excel, Statistical Packages like SPSS, STATA and PowerPoint.
• Motorcycle riding skills are a must.
