The postholder will be responsible for: 

  • Ensuring that project activities align with established objectives and deliver measurable outcomes.
  • The improvement of the LIT program efficiency and effectiveness, decision making and learning during the project life cycle through Monitoring, Evaluation, Accountability and Learning. In carrying out his/her work, the MEAL Officer interacts with other technical Officers within the LIT Consortium, Teacher training institutions and other stakeholders.

Key areas of accountability:

  • Planning and coordination - Adapt and continue to develop MEAL methodology, approaches and tools, and provide support guidance and ensure their proper use.
  • Technical support for MEAL policy, standards, procedures and tools implementation - Advise and support program teams on quality data gathering and analysis to facilitate informed program and project design.
  • Knowledge management, reporting and learning: Support the programme team in developing metrics and data reporting tools, review project data collection and reporting (for data quality and make recommendations for improvement.
  • Capacity development: Coordinate LIT capacity assessments and review of MEAL systems to identify process, systems and capacity gaps; Support the team and implementing partners in the development of MEAL process, system and capacity building plan.
  • Collaboration: Participate in LIT Programme relevant communities of practice and collaborate with counterparts within the LIT programme consortium as required.

Desirable qualification: 

  • Relevant degree/ Bachelor’s degree in Statistics, Information Management, Economics or any other relevant field; Post graduate Diploma in Monitoring and Evaluation is desirable.
  • At least 3 years of experience of working in a team, implementing donor projects.
