National Consultant to conduct Gender barriers analysis of available Sexual, Reproductive, Maternal, New-born, Child and Adolescent, Health (SRMNCAH) rights and service access to women and girls in [humanitarian settings] in Uganda.

Duties and Responsibilities
Under the supervision of Leaving No One Behind (LNOB) Specialist, the National Consultant will be responsible for collecting relevant data and information, reviewing existing relevant frameworks on SRMNCAH rights and services and assessing their linkages at national subnational and local levels paying particular attention to the peculiar dynamics within the humanitarian settings.

Purpose
The principal objective of this assignment is to interrogate and document how SRMNCAH – Rights policy, legal frameworks and response plans address the needs and promote the rights of women and girls in accessing SRMNCAH services in humanitarian and development settings. The assignment will also assess and analyse gender barriers effective participation of women and girls in SRMNCAH services.

Specific Tasks
• To establish baseline for selected project indicators as indicated in the ProDoc and activity workplans for the lead IPs.
• To review SRMNCAH-related policy and legal frameworks to establish barriers that hinder access to quality services for women and girls.
• To review and identify intersectionality of legal and policy frame works related to SRMNCAH between Humanitarian and Development Sectors.
• To identify and assess gaps and challenges of legal and policy frameworks in the implementation of SRMNCAH rights in Uganda for the Humanitarian settings.
• To Review and assess international policy and legal frameworks related to SRMNCAH rights that Uganda has ratified, analyze their extent of implementation.

Geographic Scope.
• The scope of the assessment is national level with specific focus the refugee hosting districts of West Nile i.e., Terego, Yumbe and Adjumani among others.

Thematic Scope:
Gender barriers analysis of SRMNCAH related legal, policy, programmatic and budgetary frame works in Uganda and assess its application in the humanitarian settings. The analysis may include and is not limited to different data collection methods which comprise; literatures and documents review from existing secondary data sources on the subject matter and assessing their linkage to humanitarian SRMNCAH responses and investments. Design and conduct Key informant interview and FGD to collect relevant data and information and analysis of available legal and policy frame works of Sexual, Reproductive, Maternal, New-born, Child and Adolescent Health (SRMNCAH) rights.

Expected Deliverables.
• Inception report: describing assessment procedures and data collection methods.
• Full assessment report and updated M&E Framework: Showing baselines, gaps in data or areas of convergence in SRMNCAH policies and practice. Provide a shorter version of the report in a short executive summary and PowerPoint slide for the full report.
• The full report should incorporate all comments from the working teams with concise and clear recommendations.

Required Skills and Experience
Education

• Master’s degree in public health and any other relevant field

Experience
• At least 8-10 years of experience in working with gender programme design, action research and analysis is required.
• Previous experience in conducting gender analysis studies preferably for health services or any other related social services area with a bias for women and girls is required.
• Analysis related to sexual and reproductive health rights is required.
• Previous experience in assessment and analysis of programs in both development and humanitarian settings will be added advantage.
• Excellent analytical, management and coordination skills.
• Excellent understanding of Uganda’s humanitarian context and SRMNCAH services therein

Language Requirements
• Fluency in written and spoken English is essential
• Working knowledge of another official UN language is an asset.
