Brief description of WFP in Uganda
WFP delivers food assistance in emergencies and work with communities to improve nutrition and build resilience. WFP provides life-saving food assistance and livelihood opportunities to refugees in Uganda. In addition, WFP assists the most vulnerable people in Karamoja with food and nutrition assistance. Finally, WFP works with smallholder farmers and links them to markets.
As Uganda strives to achieve Zero Hunger by 2030 and become a middle-income country by 2040, WFP is also assessing its relevance and repositioning its role in Uganda.
ARE YOU UP TO THE CHALLENGE?
We are seeking a qualified individual for the position of Programme Policy Officer (Market Development) SC8 to be based in Kampala. The selected candidate will be employed on Service Contract (12 months renewable).
ORGANIZATIONAL CONTEXT
The job is found in Uganda Country Offices (CO) and reports to the Head of Supply Chain.
Towards the overarching goal of Zero Hunger, the UN World Food Programme in Uganda is implementing a new program that seeks to strengthen the food systems to promote increased value chain employment opportunities for youth and women. WFP will leverage its local and regional procurement policy to scale up evidence-based commodity trading by smallholder farmers, micro and small enterprises (MSEs). Besides, WFP continues to expand the use of Cash Based Transfers (CBT) interventions as effective instruments to address immediate and transitional needs of vulnerable populations during crisis and emergencies. CBTs in use in over 50 percent of the settlement is noted to reduce protection risks, facilitate local solutions, and improve efficiency and effectiveness in programme delivery. CBT also have a multiplier effect in the local economies, contributing to foster positive relations and adaptation within communities, which directly feed into the Sustainable Development Goals.
JOB PURPOSE
To lead markets and retail development by ensuring markets are functional while offering opportunities for young people and women..
KEY ACCOUNTABILITIES (not all-inclusive)
• Lead the market development expansion of WFP Uganda while demonstrating the highest level of personal integrity and professionalism, strict compliance to WFP’s policies and procedures.
• Ensures WFP’s cash disbursement increases agent banks/retail shops that are run by the youth, women, and refugees.
• Collaborate with the CPs and selected FSPs, agricultural technology companies, financial technology companies, and BSD providers to create awareness of agribusiness growth opportunities through WFP’s cash assistance,
• Provide appropriate and effective skilling and increase access to capital for young people.
• Facilitate business growth or improvement for commission agents e.g., the bank agents, especially, youth, women, and refugee businesses involved in WFP cash assistance
• Collaborate with CPs and other partners and ensure effective forward and backward linkages for market actors to strengthen business relationships with wholesalers and directly with local farmer groups/organizations, traders, and millers that are youth, women, and refugee led.
KEY ACCOUNTABILITIES 1/3
• Work in close collaboration with cross functional counterparts, especially the internal Cash Working Group (CWG) to align on CBT initiatives and ensure that Supply Chain activities are included to increase programme efficiency.
• Contribute to the development and implementation of supply chain plans for CBT and Market Development activities, in line with the global WFP supply chain strategy, global CBT strategy, and regional/functional strategies, policies and plans, to achieve operational cost efficiency, agility, reliability, quality and to support national capacity strengthening.
• In partnership with the Vulnerability Analysis & Mapping (VAM) team, contribute to the implementation of market assessments to contribute to CBT feasibility analysis.
• Provide technical contribution to market analysis and supply chain network mapping to improve supply chain performance and plan market development activities.
• Support the implementation process of the procurement of retailers, performing the pass/fail procurement process using corporate tools, and formal procurement process where applicable.
• Contribute to the implementation process of the procurement of Financial Service Providers (FSPs), ensure ongoing performance monitoring of activities are conducted and determine performance improvement or contract actions as applicable/required.
KEY ACCOUNTABILITIES 2/3
• Support implementation of Market Development Activities such as setting up Buying Clubs, Preferred Wholesalers, or activities that improve market functionality by addressing supply chain inefficiencies in local markets.
• For any restricted cash activities, conduct ongoing monitoring of retailers and Market Key Performance Indicators (KPIs) by analyzing reports from various data sources (Retailer Performance Monitoring Evaluation (RPME), VAM market price data, market situational monitoring and Monitoring & Evaluation (M&E) Post Distribution Monitoring (PDM) or Complaints and Feedback Mechanism (CFM) reports, Point of Sale (POS) information).
• Manage accurate and timely reporting including provision of substantial analysis of supply chain CBT & Markets activities and trends to enable informed decision-making and consistency of information presented to a wide range of stakeholders.
• Build productive partnerships and collaborate with counterparts in the key supply chain and Programme functions within WFP, especially Food Systems, Country Capacity Strengthening, and Social Protection to ensure an integrated value chain approach to food assistance and cross-functional operational alignment.
• Help to build productive partnerships with counterparts amongst government and other national organizations, UN agencies, NGOs, and the private sector to share operational knowledge and resources and build capacity to ensure coordinated and cost-effective supply chain CBT & Markets operations.

• Build capacity of internal WFP staff to deliver and execute on Supply Chain CBT & Markets activities through delivery of training or coaching.
• Support the capacity development of external partners (including retailers and local market actors) to take a strategic and proactive approach to improving market operations or supply chain operations through provision of training and conduct capacity strengthening activities to support government authorities’ development of social protection programmes.
• Guide and supervise staff, acting as a point of referral, providing training, and supporting them with more complex analysis and queries.
• Contribute to preparedness actions, providing technical recommendations and guidance to monitor the management of Supply Chain CBT & Markets risks.
• Take responsibility for incorporating gender perspectives in areas of work, to ensure equal participation of women and men.

STANDARD MINIMUM QUALIFICATIONS
Education:
University Degree in Supply Chain Management, Economics, Business Administration, Logistics, or another related field.
Language:
Fluency in both oral and written communication in the UN language (English) in use at the duty station. Knowledge of at least one local language including Swahili will be an advantage for this role.
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
National Professional: Fluency (level C) in English language and the duty station’s language, if different.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
At least five (5) or more years of progressive work in market facilitation, retail development, business development or support services with the private sector and particularly in rural context gained from reputable organizations.
Experience coordinating supply chain activities with other units/ teams.
Experience conducting analytical and conceptual work in support of strategy design and implementation.
Experience in analyzing and supporting the implementation of end-to-end supply chain operations.
Experience in coordinating periodic planning across functions and with partners.
Experience in implementing operational supply chain strategies in a country.
Experience conducting cost analysis
Good working knowledge and skills in MS Word, MS Excel, and MS Power point.
General knowledge of UN system policies, rules, regulations, and procurement procedures is desirable
