JOB DETAILS:

With more than 40 years of experience forging multisector partnerships and with expertise in science, economics, technology, advocacy, and dozens of other specialties, PATH develops and scales up innovative solutions to the world’s most pressing heath challenges.
Since 2002, PATH has been an expanded partner of the Ministry of Health/Uganda National Expanded Program for Immunization (UNEPI) providing technical assistance (TA) to the program in a number of areas mainly; the vaccines and supply chain; advocacy, communication and social mobilization (ACSM); monitoring and evaluation (M&E), and other initiatives related to program management including Gavi grant applications and new vaccine introduction. PATH currently receives financial support from Gavi under different grant streams to implement its TA activities under UNEPI with an expanded scope that now includes managing and coordinating local civil society organizations that will largely support the ACSM pillar at national and sub-national level. In addition to Gavi support, PATH expects to receive supplemental funding from GiveWell to support malaria vaccine introduction initiatives at both national and sub-national level. Against this background, PATH would like to hire highly motivated and experienced professionals (Project Cluster Cooridnators) to support project coordination and direct activity implementation at subnational level based in the major regions of Uganda as mentioned.
The Regional Coordinator (PCC) will be PATH’s point of contact in their region of operation, taking lead in coordinating primarily the malaria vaccine activities and additional activities implemented by civil society organizations that are receiving sub-grants from PATH. The PCC will ensure strong coordination with the district leadership, ensure all SBC/demand generation, advocacy and social accountability activities implemented are integrated in the district workplans and adequate political, cultural leaders and religious leaders support in successful implementation of these activities for optimal immunization coverage. The PCC will spearhead efforts to strengthen engagement and coordination platforms at district and regional levels between MOH/UNEPI and all other implementing partners at sub-national level that receive immunization funding from Gavi and other donors.

Responsibilities:
• Manage all regional immunization program activities, including outreach and engagement with CSO implementing partners for the malaria vaccine introduction and rollout.
• Grow and maintain relationships with local governments, district health teams, development partners, health professionals and professional associations, CSOs and community groups.
• Represent PATH at the local, district and regional levels to elevate immunization program goals and ensure a strong voice for malaria immunization advocacy within the broader CSO community.
• Work in close collaboration with Program officer – vaccines in reporting and follow up of AEFIs at sub national level
• Work closely with district biostatisticians and all key stakeholders at sub national level, to collect quantitative for malaria cases among vaccinated children.
• Establish robust communication among other immunization-related donor-funded projects in the region to ensure an informed and coordinated response to immunization policies, and an increased engagement by partner organizations.
• Serve as the key liaison for all immunization partners in the region and maintain regular communications to ensure engagement in the immunization program from all stakeholders.
• Represent PATH as necessary at national, regional and district meetings and events.
• Work closely with other project staff, liaise with district officials, partner CSOs, and community groups to identify and strengthen platforms for meaningful engagement of community members and CSO representatives in immunization-related decision-making, policy processes, and social accountability.
• Actively contribute to the development of immunization program work plans and collection of monitoring and evaluation data for reporting on outcomes and activities to the donor

Required Skills and Experience:
• The candidate should hold a master’s degree in public health, social sciences, international development or related field
• At least five (5) years of experience in development working with on issues of immunization advocacy and community empowerment, experience interacting with implementing partners, local governments, development partners, and civil society organizations including community-based organizations.
• Past exposure and experience in developing effective social behavior change/demand generation, communication, and advocacy strategies.
• Excellent judgment, conceptual and analytical thinking ability
• Demonstrated experience in capacity strengthening and advisory work
• Prior experience in partnership building and networking at various levels.
• Show a deeper understanding and knowledge of the decentralization system in the Uganda context, Uganda’s sociopolitical economy, health and education sectors.
• Proven ability to be a motivator and leader of change, drawing on excellent communication skills to drive transformation.
• Ability to communicate in the local language and has cultural awareness of the regions they will work in
• Possess the ability to travel up to 40% of the time.
