Organizational Setting
The FAO Representation in Uganda provides technical assistance to the Government of Uganda in the Agriculture, Forestry, Fisheries, Climate Change, Food Security and Livelihoods and related sectors. Since late March 2022, the Uganda border with the Democratic Republic of Congo (DRC) has seen high levels of displacement due to the escalation of violence in North Kivu province in DRC. In parallel, the caseload of South-Sudanese arrivals to the West Nile region has increased since January 2022 due to ethnic clashes, persecution, insecurity, cattle raids, and environmental factors (e.g., flooding and drought). As a result of these situations, as of 06 October 2022, 110,625 new arrivals were recorded in Uganda in 2022, of which 74,147 arrived from DRC and 36,478 from South Sudan. These new arrivals add to the more than 1.5 million refugees already hosted in Uganda and put pressure on the settlements to which they are relocated. The individuals crossing the border are generally received in reception and holding centres before being relocated to established settlements. This influx has been adding to the 1.5 million refugees already being hosted by Uganda, many of which have been established for decades but are still facing issues surrounding integration into Ugandan society, access to services, access to sustainable livelihoods and protection. The Refugee Response Specialist will actively design and manage programming in order to respond to the above issues.
Reporting Lines
Under the overall supervision of the FAO Representative (FAOR), in consultation with the Deputy FAOR, the incumbent reports to the Food Security and Livelihoods Coordinator.
Technical Focus
The main responsibility is to ensure quality programming and coordination of FAO’s partners in FAO’s Refugee Response Programme
Tasks and responsibilities
• Lead the overall implementation and management of FAO-Uganda’s refugee response programme with support from the Food Security and Livelihoods Coordinator;
• Provide strategic guidance, leadership, management and general technical oversight of the refugee response programme;
• Ensure that communication with various donors is regular, on time and up to standard, including assuring that all reporting requirements are maintained to FAO’s standards. In addition, ensure constant communication with Government counterparts and implementing partners are maintained to support both programme delivery and programme development;
• Identify issues and risks related to implementation in a timely manner, suggest appropriate programme adjustments in close collaboration and through regular communication with field-based colleagues;
• Support in the formulation of project documents and proposals to support FAO’s Refugee Response Programme in Uganda, particularly on access to water and support to livelihoods. Ensure that these documents contain the necessary elements to address livelihoods, food security, energy and environmental concerns in communities. Ensuring liaison with the Refugee Team in the Conflict and Peace Unit (CPU team) team in the Office of Emergencies and Resilience (OER) in HQ;
• Lead, manage, supervise and support the implementation teams comprising long and short-term team members and collaborating managers from implementing partners.
• Support teams in continuously developing operational efficiencies and driving innovations in delivery, ensuring that the programme meets established objectives and targets and delivers value for money;
• Represent FAO in refugee response related coordination meetings;
• Identify and communicate critical programme learnings;
• Support the livelihoods portfolio with the engagement of socially responsible private sector energy partners to identify sustainable and market-based solutions to increase rural access to energy;
• Develop programmatic solutions and policy recommendations based on best practices for challenges identified in the livelihoods sector of the refugee response in Uganda; and
• Prepare and disseminate regular briefs on FAO’s Refugee Response Programme.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
• Advanced degree related to Agriculture, Livestock, Economics or Development studies or comparable relevant experience.
• Minimum of five years professional experience in developing countries working on livelihoods, sustainable development, refugee response and humanitarian contexts.
• Working knowledge (level C) of English and limited knowledge (level B) of one of the other FAO official languages (French, Spanish, Arabic, Chinese, Russian). For PSA, working knowledge of English is required.

• Coordination skills (communication) and ability to technically support on food security needs across different thematic areas.
• Extent of experience and knowledge in fundraising

• Work experience in more than one location or area of work, particularly in field positions is desirable.
• Specialization/exposure to issues related to forced displacement/migration is an asset
