Job Description
Background
CARE International with funding from GFFO will beimplementing a multi country Protection, GBV and Sexual Reproductive and Maternal Health Project in Uganda, DRC and South Sudan targeting refugees and host populations. The project will mainly focus on: Increasing access to life-saving SRH and protection services for displaced populations and host communities across DRC, South Sudan and Uganda. The GFFO funding is to consolidate and ensure that women and adolescent girls have access to quality SRMH services as part of a comprehensive package of SRH services across the target locations.

Job Summary:
The Regional Coordinator is responsible for ensuring a smooth regional coordination, common approach and quality of the project implementation and reporting (narrative and financial) among the three implementing Country Offices of South Sudan, DRC and Uganda, and local partners involved. S/He will supervise efficient implementation of the project’s interventions, ensure regional approaches and synergies. S/He will provide overall technical support in order to guarantee full compliance with commitments and donor’s rules and regulations at the regional level, in addition to ensuring program quality. S/He will provide support to the Financial Coordinator when needed, the Regional Coordinator is also responsible for the consolidation of narrative reporting.

Specific responsibilities and tasks:
• Lead the planning and implementation of the program, overseeing all aspects (programmatic and technical, financial, administrative, personnel management).
• Support the project oversight bodies (project coordination groups, technical working groups, and work with the youth advisory board).
• Ensure that all program interventions are of a high quality and lead to measurable impact. This includes, but is not limited to, overseeing the annual work plan preparation, identifying external technical support needs, ensuring that appropriate management practices are being used in project implementation and the monitoring and evaluation systems are being used to provide timely management information.
• Ensure that program resources are used efficiently, effectively, and transparently towards meeting program objectives.
• Support the programmatic relationship with the CMP and donor ensuring that the CARE Germany Programme Officer has up to date and timely information.
• Promote and maintain an organizational culture that advances gender equality and promotes inclusion, reduces power abuse and inequalities, and fosters trust and safety.
• Create an environment across program within CARE’s workplaces, programming, and communities where CARE works, that is free from sexual harassment, sexual abuse and sexual exploitation and child abuse (SHEA-CA).
• Any other tasks as requested by the CARE Germany Programme Officer
Contacts/Key Relationships/Collaboration:
• Internally in CARE Uganda, the Regional Program Coordinator will report to the Program Director but will work closely with the Care Germany team and the other country offices. S/he will keep daily contact with the staff working in the assigned projects; with staff members in the Country Office that provide management, financial and logistical support to the programme. Externally, the Regional Program Coordinator will maintain regular contact and dialogue with all implementing Country offices, partners, other INGOs supporting common partners and organisational development and capacity building service providers that CARE and partners might want to contract.

Authority:
• The Regional Program Coordinator has the responsibility for programme monitoring. S/he has authority to review approve COs’ and partners’ narrative and financial reports and payments of new instalments in close collaboration with the Regional Financial Coordinator.

Working Conditions:
• The Regional Program Coordinator will be based at CARE’s Country Office in Arua and have occasional field visits in Kampala, DRC, South Sudan, and participation in regional and international activities. The expected time spent on travelling is 50%.

Minimum Qualification and experience:
• The RPC will have a suitable combination of experience and relevant training in the following technical and programmatic requirements for the position.
• Bachelor’s degree in Public Health, Clinical Medicine, Epidemiology Social Sciences, Gender or related field. A Master’s degree/Post graduate qualification in a related field is a MUST.
• Expert level knowledge and at least 10 years’ practical experience in SRMH/GBV/Gender programming in rural Uganda, preferably with refugee and / or displaced populations or working knowledge in project areas of DRC and South Sudan
• Advanced knowledge and at least 6 years of proven practical project management experience; 2 of which should have been at management level or managing at least two different grants at once, including strong skills and experience in M&E, report writing, participatory planning, financial management, Human Resource Management.
• People manager with proven experience managing diverse teams and individuals’ performance for success
• Good verbal and written communication skills in English and French
• Computer skills (email, word processing, spreadsheets).
• Highly motivated to maintain a regular dialogue with CARE’s partner organizations.
• Skills in teamwork, facilitation, and training. Knowledge of INGO operations and sub-grantee management is an added advantage.
