JOB DETAILS:
Chemonics seeks a Senior Monitoring, Evaluation. and Learning (MEL) Advisor for the USAID Uganda Social and Behavior Change for Transformation (SBC4T) activity based in Kampala. Uganda. The purpose of SBC4T is to improve the ability of individuals. households, and communities to adopt priority behaviors through Social and Behavior Change (SBC). which will in turn transform households. communities, and systems for improved health and development outcomes. The MEL Advisor will be responsible for finalizing and overseeing implementation of all research. monitoring. evaluation, and teaming (RMEL) activities and designing and populating the RMEL system. S/he will be responsible for all RMEL activities associated with the activity and creating a strong evidence base to demonstrate the activity's results and achievements. We are looking for individuals who have a passion for making a difference in the lives of people around the world. .

Responsibilities include:
• Oversee all research, monitoring. evaluation. learning, and quality assurance/continuous quality improvement of SBC activity design. coordination. and implementation,
• Responsible for ensuring effective bi-directional communication and learning between the project and service delivery implementing partners.
• Manage the research program for SBC4T, coordinatethecievelopmentandimplementation of the Activity Monitoring, Evaluation and Learning Plan (AMELP) and corresponding M&E systems.
• Support other USAID service delivery implementing partners in developing, training and applying new and proven approaches to MEL in SBC.
• Trains staff and partners on RMEL system operations. collection methods, and tools.
• Creates indicators. performs data analyses. conducts research. and develops reports and project communications products.
• Plans for and supervises intermitten/performance evaluations. collects and disseminates lessons learned. and shares successes during project implementation.
• Performs other duties and responsibilities as required.

Qualifications:
• Masters degree in Public Health. epidemiology. biostatistics research methods. or any behavioral science with relevance to SBC research. monitoring and evaluation.
• Minimum often (10) years of experience working in M&E for large health programs.
• Qualitative and quantitative analytic skills coupled with proven ability in using visuals like graphs, charts, maps, and GIS required.
• An in-depth understanding of how to design and implement M&E systems for complex donor— funded activities of similar size and scope as the activity.
• Previous experience reporting to USAID.
• Experience working in Uganda required.
• Excellent communication and writing skills in English.
