Job Summary
Baylor Foundation Uganda is a leading provider of integrated, high-quality, and comprehensive HIV, Tuberculosis (TB), reproductive maternal, neonatal, child, and adolescent health (RMNCAH), and global health security services. Established in 2006 as an indigenous, not-for profit organization, Baylor Foundation Uganda aims to provide high-quality, family-centered health care, capacity building for healthcare professionals, and clinical research to reduce morbidity and mortality from infections and Non- Communicable Diseases, maternal and childhood conditions.
Baylor Foundation Uganda is seeking a dynamic, and results-driven individual with significant leadership, and project management, supply chain management, Family Planning and SRHR experience for the position of Technical Director Clinical Services, for a 5-year FCDO-funded project: Empowering Women for Better Reproductive Health Outcomes (EMPOWER). The project, is expected to run from 1 April 2025 – 31 July 2025 and will aim to:
- Component 1: Strengthening public sector health systems capacity to deliver maternal health services
- Component 2: Mentorship of health workers on FP and maternal health
The successful candidate will be responsible for overseeing the overall strategy, planning, and implementation of the project, ensuring that it meets its objectives and delivers high-quality results in a timely manner.
Overall Responsibilities
- Provide overall leadership and strategic direction of the EMPOWER Program, including leading a cross-functional team, ensuring alignment with the project’s objectives, and driving the successful delivery of the project within budget, on time, and meeting all performance goals and deliverables.
- Contribute to the development and implementation of the EMPOWER component 1 and 2 strategy.
- Establish and maintain strong working relationships with the Ministry of Health, National Drug Authority, health professional councils, other sub awardees and other relevant organizations at both the national and sub national levels.
- Ensure compliance with all National regulations, guidelines, and ethical standards working closely with the Ministry of Health, the National Drug Authority (NDA), and any other relevant bodies.
- Spearhead the coordination and collaboration with the commercial distribution partner, consortium partners and collaborators who are integral to the success of the project.
- Support program monitoring and evaluation, and lead program reviews including presenting program updates, to stakeholders, and facilitating strategic discussions to strengthen Program implementation.
- Participate in advocacy activities for family planning and reproductive health issues within the public sector with a focus on the FP method mix.
- Represent the project in all the relevant technical working group meetings at the Ministry of Health, healthcare providers and any other relevant meetings at both the national and sub national levels to promote collaboration and support.
- Ensure efficient and effective financial management, including monitoring project budgets, tracking expenditures and ensuring value for money.
Required Qualification, Experience and Competencies:
- · Master’s Degree in Public Health, Obstetrics and Gynaecology, or equivalent.· At least 10 years of experience managing large-scale family planning/Sexual and Reproductive Health and Rights (SRHR) programs in Uganda.
- · Experience working with pharmaceutical supply chains and understanding of the regulatory environment of Uganda’s pharmaceutical sector.
- · Bachelor’s Degree Medicine, Public Health, Nursing or related field.
- 10 Years Relevant Experience
